«Դիլիջան ազգային պարկում» կատարված ապօրինի ծառահատումների դեպքի առթիվ քննվող քրեական գործով մեղադրանք է առաջադրվել 15 անձի

ՀՀ քննչական կոմիտեի հատկապես կարևոր գործերի քննության գլխավոր վարչությունում քննվող քրեական գործով շարունակվում են իրականացվել մեծածավալ քննչական և դատավարական այլ գործողություններ՝ «Դիլիջան ազգային պարկ» ՊՈԱԿ-ի «Հաղարծին տեղամաս» մասնաճյուղի մի շարք պահաբաժիններում առերևույթ ապօրինի ծառահատումներին առնչություն ունեցող անձանց շրջանակը պարզելու ուղղությամբ. մեղադրանք է առաջադրվել ևս երեք անտառապահի:

Ինչպես տեղեկացնում են ՀՀ Քննչական կոմիտեից, քրեական գործի տվյալներով՝ 2014-2017թթ. «Դիլիջան ազգային պարկ» պետական ոչ առևտրային կազմակերպության տարբեր պահաբաժիններում իրականացվել են ապօրինի ծառահատումներ, որի հետևանքով պետությանը պատճառվել է առանձնապես խոշոր չափերի վնաս:

Կատարված բազմակողմանի քննությամբ պարզվել է, որ «Դիլիջան ազգային պարկ» ՊՈԱԿ-ի «Հաղարծին տեղամաս» մասնաճյուղի թիվ 8 պահաբաժնում ապօրինի հատվել է ընդհանուր 231 հատ տարբեր տեսակի և տրամագծերի ծառ, որի հետևանքով պետությանը պատճառվել է 75.946.250 ՀՀ դրամի վնաս, թիվ 9 պահաբաժնում՝ ընդհանուր 70 հատ տարբեր տեսակի և տրամագծերի ծառ, որի հետևանքով պետությանը պատճառվել է 9.613.750 ՀՀ դրամի վնաս, իսկ թիվ 10 պահաբաժնում՝ ընդհանուր 166 ծառ, որի հետևանքով պետությանը պատճառվել է 45.229.750 ՀՀ դրամ։

Առերևույթ ապօրինի ծառահատումներն իրականացվել են առանձին անտառապահների կողմից ծառայության նկատմամբ անբարեխիղճ և անփույթ վերաբերմունքի հետևանքով:

 
 

Մասնավորապես՝ վերջիններս ժամանակին միջոցներ չեն ձեռնարկել՝ տարբեր տեսակի ծառերի ապօրինի հատման դեպքերը բացահայտելու, դրանք կատարած անձին կամ անձանց համապատասխանաբար վարչական կամ քրեական պատասխանատվության ենթարկելու, ինչպես նաև՝ պետությանը պատճառված առանձնապես խոշոր չափերի գույքային վնասը վերականգնելու ուղղությամբ:

Բացի այդ, հանդիսանալով նյութական պատասխանատու անձինք, պարտավոր լինելով կանխել բոլոր տեսակի օրինազանցություններն իրենց ամրակցված պահաբաժինների տարածքում, առանց համապատասխան ստուգումներ իրականացնելու՝ ստորագրել են իրականությանը չհամապատասխանող ընդունման-հանձնման արձանագրություններ, որոնց համաձայն` պահաբաժիններում անտառախախտման արձանագրություններով չձևակերպված ապօրինի հատված ծառեր չեն հայտնաբերվել:

Ձեռք բերված ապացույցների համակցությամբ՝ թիվ 8, 9,10 պահաբաժինների անտառապահներ Ա.Մանուչարյանին,Ա.Թամրազյանին, Մ.Պետրոսյանին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 314-րդ հոդվածի 1-ին և 315-րդ հոդվածի 2-րդ մասերով:

Այսպիսով՝ օգոստոսի 21-ի դրությամբ՝ նշված քրեական գործի շրջանակներում բավարար տվյալներ են ձեռք բերվել՝ ապօրինի հատված 9 հազար ծառի վերաբերյալ, մեղադրանք է առաջադրվել ընդհանուր առմամբ 15 անձի։

Նախաքննությունը շարունակվում է, ձեռնարկվում են անհրաժեշտ քննչական և դատավարական այլ գործողություններ՝ ապօրինի ծառահատումների դեպքի հանգամանքների լրիվ, օբյեկտիվ և բազմակողմանի քննությունն ապահովելու ուղղությամբ:
