Հովհաննես Մանուկյանի հրաժարականի իրական պատճառը. մանրամասներ նրա, Քոչարյանի ու Սարգսյանի տարաձայնություններից

Օրերս լրատվական կայքերից մեկին Վճռաբեկ դատարանի նախկին նախագահ Հովհաննես Մանուկյանի հարցազրույցը տասը տարի առաջվա դեպքերը հիշեցրեց: Մարտի մեկին առնչվող յուրաքանչյուր խոսք կարևոր է, առավել ևս ուշադրությունից պետք չէ բաց թողնել ժամանակին պատասխանատու պաշտոններ զբաղեցրած անձանց գնահատակնները, թեթև ակնարկներն ու ինչ-որ տեղ նոր իշխանություններին ուղեցույց հանդիսացող հուշումները: Վճռաբեկ դատարանի նախագահի պաշտոնից Հովհաննես Մանուկյանի հեռանալը ժամանակին շատ քննարկվեց, կապվեց Մարտի մեկի դեպքերի առիթով նրա տված հարցազրույցի, ինչպես նաև այդ տարիների իշխանություններին հակառակվելու հետ: Վիքիպեդիայում Մարտի 1-ի դեպքերի և նրա հրաժարականի միջև ուղիղ կապ է երևում: Այսպես, ըստ Վիքիպեդայում հրապարակվածի՝ 2008 թվականի մարտի 1-ի ողբերգական իրադարձություններից հետո, երբ ոստիկանության և ցուցարարների միջև բախումների արդյունքում զոհվեց 10 մարդ, հետախուզում հայտարարվեց ընդդիմության բազմաթիվ առաջնորդների նկատմամբ, լրատվամիջոցներում տարածված լուրերի համաձայն Հովհաննես Մանուկյանը հորդորեց Ռոբերտ Քոչարյանին քաղաքական կոմպրոմիսի գալ, առաջարկեց ազատել դատապարտյալներին և դատական գործը կարճել։ Մանուկյանը պաշտպանում էր իր տեսակետը, նախագահ Քոչարյանը վճռեց շարունակել սկսված գործընթացը, գործադիր իշխանությունը որոշեց նահանջ կատարել։
2008 թվականի սեպտեմբերին ՀՀ գլխավոր դատավորը Սահմանադրության համաձայն ներկայացրեց իր հրաժարականը Հայաստանի Հանրապետության նոր նախագահին։ Նախագահն արագ հաստատեց հրաժարականը և անմիջապես ՀՀ վճռաբեկ դատարանի նոր նախագահ նշանակեց։ Ժամանակագրական առումով փաստորեն Մանուկյանը հրաժարական է տվել ՎԴ նախագահի պաշտոնից շատ ավելի վաղ, քան մարտի մեկի գործերը կհասնեին Վճռաբեկի քննությանը:
Հայտնի է նաև, որ մարտի մեկի գործերով նա լուրջ տարաձայնություններ է ունեցել քրեական հետապնդման մարմինների ղեկավարների հետ, որոնք փորձել են ճնշում գործադրել դատավորների վրա։ Դատավորների շրջանակում մինչ օրս խոսում են, որ մի քանի քրեական գործերով արդարադատության իրականացմանը միջամտելու փորձերը կանխելու արդյունքում դատարանները կարողացան արդարացնել կամ էականորեն մեղմել Մարտի մեկի գործերով անցնող անձանց պատիժները, օրինակ ԱԱԾ նախկին պաշտոնյա Հովհաննես Ղազարյանինը, իշխանություններին քննադատող լրագրողներից ոմանց ակտիվիստ հարազատներին, ովքեր ավելի շատ հետապնդվում էին լրագրող բարեկամներ ունենալու համար:
Նկատենք, որ հունիս ամսին նա հարցազրույց է տալիս «Հայկական Ժամանակ»-ին և լինելով երկրի առանցքային պաշտոնյաներից մեկը` իր համակրանքն է հայտնում ժողովրդական ըմբոստության շարժման նկատմամբ: Սրանից հետո իշխանական վերնախավի վերաբերմունքը կտրուկ փոխվում է նրա նկատմամբ:
Կա ևս մեկ փաստ, որն այսօր դադարել է համարվել զուտ կուլիսային խոսակցություն. Վճռաբեկ դատարանի տասնամյակին նվիրված պաշտոնական համերգին Սերժ Սարգսյանին Հովհաննես Մանուկյանն առաջարկել է համաներում կիրառել Մարտի մեկի գործերով, Սարգսյանը համերգի կեսից թողել հեռացել է, դա եղել է վերջին վճռորոշ խոսակցությունը մարտի մեկի դեպքերի մասին, որից հետո հրաժարականի փաստն արդեն ժամանակի հարց էր:
