Ազգային ժողովում«Հանրապետական» խմբակցության պատգամավոր,ֆինանսավարկային և բյուջետային հարցերի մշտականհանձնաժողովի անդամ Խո սրով Հարությունյանի դիտարկմամբ` պետական բյուջեն քննարկելիս պետք է հաշվի առնել և ներքին, և արտաքին հանգամանքները: «Մեր երկրի տնտեսությունը շատ խիստ արտաքինմարտահրավերների առջև է կանգնած: Եթե 2009-2010 թվականներինմեր տնտեսության առջև կանգնած արտաքին մարտահրավերներըտնտեսական էին, ապա հիմա դրանք զուտ աշխարհաքաղաքական են. շատ հանգամանքներ կախված են Ռուսաստան-Արևմուտք հարաբերությունների հետագա զարգացումից, որից կախված է նաևՌԴ նկատմամբ պատժամիջոցների կիրառման հետագաընթացքը»,-լրագրողների հետ նոյեմբերի 5-ին կայացած հանդիպմանն այսպի սի կարծիք հայտնեց նա:

Պատգամավորը նկատեց, որ այլ երկրներ, որոնք գտնվում են ավելի լավ տնտեսական պայմաններում իրենց բյուջեները կազմում են ելնելով 3 տոկոսանոց տնտեսական աճի կանխատեսումներից: «Մեր իշխանությունները նույնիսկ դժվար տնտեսական պայմաններում չեն ցանկանում կրճատել սոցիալական ծրագրերը»,-շեշտեց Հարությունյանը:

Անդրադառնալով ՀՀ պետական պարտքի ավելացման և ընդհանրապես պետության կողմից պարտք վերցնելու խնդրին` Խոսրով Հարությունյանը ասաց հետևյալը. «Պարտք վերցնելը վտանագավոր չի. խնդիրը այն ճիշտ սպասարկելու կարողությունն է, այսինքն` մենք պետք է ձևավորվենք պարտքը սպասարկելու ճիշտ ունակություններ` ներդրումեր կատարելով եկամտաբեր ոլորտներում»:

2016թ. պետական բյուջեն եկամտուների մասով կկազմի 1 տրիլիոն 183 միլիարդ դրամ, ծախսերի՝ 1 տրիլիոն 373 միլիարդ դրամ, իսկ դեֆիցիտի՝ 190 միլիարդ դրամ: ՀՀ վարչապետ Հովիկ Աբրահամյանը հայտարարեց, որ 2016թ. բյուջեի նախագիծը հստակ սոցիալական ուղղվածություն ունի. բյուջետային ծախսերի ամբողջ ծավալի շուրջ կեսը կազմում են սոցիալական, կրթական, մշակութային և առողջապահության բնագավառների ծախսերը:
