«Փաստ» օրաթերթը գրում է.

Օրեր առաջ ՀՀ ԱԳ նախարարությունը հայտարարեց, որ ՀՀ օրենսդրության համաձայն, պաշտոնավարության ավարտից հետո համապատասխան պաշտոնատար անձինք իրենց դիվանագիտական անձնագրերը պետք է հանձնեն ԱԳ նախարարությանը: Ըստ հայտարարության, հուլիսի 31–ից հետո չհանձնված, ինչպես նաև կորած դիվանագիտական անձնագրերը անվավեր են ճանաչվելու: Նշենք նաև, որ բացի նախկին պաշտոնյաներից, դիվանագիտական անձնագրերը պահանջել են նաև բարձրաստիճան հոգևորականներից` եպիսկոպոսներից, ինչը որոշ դեպքերում աղմուկ էր բարձրացրել: ԱԳՆ խոսնակ Տիգրան Բալայանի հետ զրույցում փորձեցինք պարզել, թե ինչպե՞ս և ի՞նչ չափորոշիչներով են եպիսկոպոսները դասվել նախկին պաշտոնյաների շարքում: Ի պատասխան, Տ. Բալայանը նախ ընդգծեց, որ հորդորը ոչ միայն հոգևորականներին ու նախկին պաշտոնյաներին է վերաբերել, այլև բոլոր նրանց, ովքեր այն կրելու իրավունք չունեն:

Իսկ ինչ վերաբերում է հոգևորականներին, նա նշեց. «Չափորոշիչը «Դիվանագիտության մասին» օրենքն է, որով սահմանված է այն անձանց ցանկը, որոնք կարող են կրել ՀՀ դիվանագիտական անձնագիր: Հոգևորականներից այդ շարքում ընդգրկված է միայն Ամենայն հայոց կաթողիկոսը»:

Իսկ հարցին, թե այս պահին, ընդհանուր առմամբ, քանի՞ անձնագիր է վերադարձվել, Տիգրան Բալայանը պատասխանեց. «Անձնագրերի թիվը մի քանի տասնյակ է: Բացի այդ` դիվանագիտական անձնագրերի հետ հանձնման գործընթացը նաև այս օրերին է շարունակվում»:
