100 օրվա ֆենոմենը. «Փաստ»
SOCIETY«Փաստ» օրաթերթը գրում է.
Վարչապետ Նիկոլ Փաշինյանը օգոստոսի 17–ին հրավիրում է հանրահավաք, առիթը պաշտոնավարման 100 օրն է: Կարծես թե առաջին անգամ Հայաստանում պաշտոնավարման 100 օրը երկրի ղեկավարը ցանկանում է ամփոփել հանրահավաքով: Թե ինչքանով է դա արդյունավետ, դժվար է ասել, բայց որ առնվազն հետաքրքիր է` միանշանակ է: Սակայն ակնհայտ է, որ հանրահավաքում չեն լինելու վիճակագրական ու պաշտոնական տվյալներ, հասկանալի է` հանրահավաքը դժվար է անցկացնել պաշտոնական չոր լեզվով:
Սակայն, կարծես թե այս հանրահավաքի նպատակը բոլորովին էլ այդ լեզուն չէ: Հանրահավաքի մասին Փաշինյանի հայտարարությունից հետո հնչեցին կարծիքներ, որ այդ հանրահավաքը պատասխան է Սերգեյ Լավրովի հայտարարությանը. բացառել նման ենթատեքստի առկայությունը չենք կարող, առավել ևս՝ հանրահավաքի՝ փաշինյանական թևի «զորահանդեսային» սկզբունքով որակումների պարագայում, սակայն միայն դրանով պայմանավորել վարչապետի` հանրահավաք անցկացնելու գաղափարը, այն էլ` 17 օր անց, այնքան էլ առողջ ու ամբողջական մոտեցում չէ:
Ըստ էության, այս հանրահավաքը նախցույց է տալու բոլոր ներքին ու արտաքին ուժերին, որ վարչապետը շարունակում է վայելել հասարակական լայն վստահություն, ապա և այս հանրահավաքից հենց իր` Նիկոլ Փաշինյանի համար պարզ կդառնա, թե տրամադրության ինչպիսի փոփոխություններ կան հասարակության մեջ վերջին 3 ամիսների ընթացքում:
Ընդհանուր առմամբ, հանրահավաքի գաղափարը վատը չէ, եթե դիտարկենք լեգիտիմության հաստատման տեսանկյունից, սակայն ցանկալի կլինի, որ հանրահավաքից առաջ, կամ հետո, կամ էլ մոտ օրերին, վարչապետն ու կառավարությունը հանդես գան նաև զուտ պաշտոնական ու փաստարկված լայն հաշվետվությամբ: Ի վերջո, վերջին երեք ամիսների ընթացքում Հայաստանում տեղի են ունեցել իրավական, ֆինանսատնտեսական ու քաղաքական այնիպիսի իրողություններ, որոնք կառավարությունը և՛ համակարգված պետք է ներ կ ա յաց նի, և՛ դրանց նկատ մ ա մ բ հստակ դիրքորոշում, վերաբերմունք ու գնահատական հայտնի: Սա կառավարության հաշվետվողականության տեսանկյունից անկյունաքարային է լինելու նաև հետագայում: Դե, հանրահավաքներն էլ թող անցկացվեն, համենայնդեպս ինչ–որ վնաս այնտեղ չկա:
