Քաղաքացու կողմից լվացքի մեքենան մաքսային հսկողության գոտում ջարդելու, մի շարք լրատվամիջոցներով լուսաբանված դեպքի կապակցությամբ Պետական եկամուտների կոմիտեն տեղեկացնում է, որ տեսանյութում լվացքի մեքենան ջարդող քաղաքացին Երևան քաղաքի բնակիչ Սեյրան Ռոլանդի Դեմիրճյանն է, ով, մաքսային ծառայության տեղեկատվական բազայում առկա տեղեկատվության համաձայն, ունի սահմանահատումների և ներմուծումների պատկառելի փորձ: 2010-2017թթ. տվյալ անձը 5 անգամ փոխել է ՀՀ քաղաքացու անձնագիրը, ինչը չենք կարծում, թե որևէ կերպ կարող էր օգնել անձնական օգտագործման օգտագործված ապրանքների ներմուծման գործընթացին: Դեպքի օրը տվյալ անձը ավտոմեքենայով հատել է սահմանը և ներկայացել մաքսային մարմիններին՝ ավտոմեքենայում ունենալով որոշակի ապրանքներ: Այդ ապրանքներից այն մասը, որոնք չեն գերազանցել առանց մաքսային վճարների ֆիզիկական անձանց կողմից ներմուծման համար թույլատրված բնաիրային և արժեքային քանակները, մաքսային մարմնի կողմից բաց են թողնվել քաղաքացուն՝ առանց մաքսային վճարների գանձման: Սակայն, լվացքի մեքենայի համար, որը ՀՀ կառավարության 2015թ. հուլիսի 30-ի N 865-Ն որոշման համաձայն գերազանցել է «Հայաստանի Հանրապետությունում օրենքով սահմանված կարգով անհատ ձեռնարկատեր չհանդիսացող ֆիզիկական անձանց կողմից Հայաստանի Հանրապետություն ներմուծվող ապրանքների ակնհայտ առևտրային չափաքանակները», քաղաքացուն տեղեկացվել է, որ պետք է ներկայացնի մաքսային հայտարարագիր և վճարի համապատասխան վճարներ, ինչից քաղաքացին հրաժարվել է: Լրատվամիջոցներում հիշատակված 100 դոլար մաքսավճարի մասին խոսք չի եղել, քանի որ քաղաքացին սկզբունքորեն հրաժարվել է հայտարարագրել տվյալ լվացքի մեքենան, ինչի արդյունքում մաքսային վճարների հաշվարկ չի կատարվել:

Տեղեկացվում է նաև, որ Սեյրան Դեմիրճյանը, նախքան տվյալ դեպքի իրեն ուղեկցող անձանց կողմից տեսագրումը, փորձել է շանտաժի ենթարկել մաքսային ծառայողներին (ինչը տեսագրված է մաքսային մարմնում առկա տեսախցիկով)՝ սպառնալով, թե «կգնամ կասեմ, որ ինձնից գումար եք ուզել», ինչը բնականաբար չի ազդել մաքսային ծառայողների կողմից իրենց պարտականությունների կատարման ընթացքի վրա:

Պետական եկամուտների կոմիտեն հսկողական միջոցառումներն իրականացնում է իրեն վերապահված լիազորությունների շրջանակում՝ խստագույնս պահպանելով օրենքի տառը: Իսկ, եթե կան օրենքում բացթողումներ, ապա դրանք փոփոխելու համար ժամանակ է անհրաժեշտ, հատկապես, երբ խոսքը վերաբերում է ԵԱՏՄ-իրավախախտումներին: Կոմիտեն վստահեցնում է, որ որևէ մեկը չի կարող շրջանցել օրենքը, և այս հարցում, ՊԵԿ-ը լինելու է հետևողական՝ բոլոր գործընթացներն իրականացվելու են բացառապես օրենքի գերակայությամբ՝բացառելով կոռուպցիոն երևույթները:
