«Մեր տեղեկություններով՝ այսօր տեղի է ունենալու Գյումրու ավագանու հերթական նիստը՝ բավականին «թեթև» օրակարգով. օրակարգում ընդգրկված Է ընդամենը հինգ հարց, բոլորն Էլ ֆինանսական բնույթի՝ հիմնականում դրամական նվիրատվությունների մասին։ Սա իրոք հետաքրքրական է, քանի որ մի կողմից՝ քաղաքապետարանը ամենատարբեր տրամաչափի պաշտոնյաների միջոցով նշում է, որ քաղաքի բյուջեն, մեղմ ասած, աղքատիկ է, եթե չասենք՝ կիսադատարկ այն աստիճանի, որ ամառվա սեզոնին այն լցնելու համար նույնիսկ Թատերական հրապարակը մասնավոր մի շարք տնտեսվարողների վարձակալության տրվեց՝ այնտեղ տեղադրելու և շահագործելու համար ժամանցային սեզոնային օբյեկտներ, մյուս կողմից՝ չի լինում ավագանու մի նիստ, որի օիակարգում ընդգրկված չլինեն դրամաբաշխությունների հետ կապված հարցեր՝ նվիրատվություններ և այլն (նկատի չունենք չքավոր գյումրեցինեիին հատկացվող տասը հազարական դրամ օգնությունը)։ Այս հակասությունն, ինչ խոսք, չի կարող աննկատ մնալ՝ հատկապես, որ առջևում սահմանադրական փոփոխությունների հանրաքվեն է, իսկ հաջորդ տարի էլ Գյումրու քաղաքապետի ընտրություններն են։ Եվ ակամա հռետորական կամ կիսահռետորական հարց է առաջանում՝ իսկ գուցե նախընտրական քարոզարշավն է՞լ է արդեն սկսվել «այո»-ի քարոզարշավի հետ, կամ ինչպես ժողովուրդն է ասում՝ «երկու ծախսերը մի դռնից են հանում», ով իմանա»,–գրում է թերթը։
