Գյումրիում տեղակայված ռուսական 102-րդ ռազմական բազայի կողմից ուսումնամարզական վարժանքներ անցկացնելու դեպքի առթիվ քաղաքագետները տարբեր մեկնաբանություններ ունեն: 

Tert.am-ի հետ զրույցում քաղաքագետ Գագիկ Համբարյանն ասաց, որ տեղի ունեցածն ավելի շատ «թափթփվածության» հետևանք է, չի պարունակում քաղաքական ենթատեքստ: Միաժամանակ, նա նշեց, որ որպես տեղի բնակիչ կարող է ասել, որ սա ռազմաբազայի կողմից թույլ տված բազմաթիվ խախտումներից մեկն էր և առաջինը՝ նոր իշխանությունների պաշտոնավարման ժամանակ:

«Ես որևէ մեկին չեմ մեղադրում: Ռուսական կողմը լավ տեսել է, որ ամեն անգամ իրենց թույլ տված խախտումներին մենք չենք արձագանքում, հրապարակումներից այն կողմ չենք գնում: Այնինչ, Հայաստանի իշխանությունները բարձր մակարդակով պետք է արձագանքեն սրան, բողոքի նոտտա պետք է հղեն գոնե ԱԳՆ մակարդակով:

 
 
Ռուսական կողմին կարգի հրավիրելու միջոցներից մեկն էլ տույժերը կարող են լինել: Ռազմաբազայի ծառայողները բավական մեծ վնաս են հասցնում ճանապարհներին, որով երթևեկում են տանկերը, զրահապատ մեքենաները»,- ասաց Գ. Համբարյանը: 

Նա ասաց, որ նույն Փանիկի գյուղապետն էլ ասել է, որ բավական լավ վերանորոգված ասֆալտապատ ճանապարհը քարուքանդ է եղել:

Անդրադառնալով թեմային՝ քաղաքագետ Ալեքսանդր Մարկարովն ասաց, որ ռազմաբազան Հայաստանում տեղակայելու օրվանից գործում է պայմանագիր, որտեղ հստակ գրված են իրավունքները, պարտականությունները, գործողությունները, որոնք թույլատրելի են կամ ոչ:

«Պայմանագրային շրջանակներից դուրս տեղի ունեցող գործողությունները պետք է դառնան քննարկման առարկա և հետևաբար կանխեն ապագայում նման գործողությունների կրկնման հավանականությունը»,- ասաց Մարկարովը: 

Նա դժվարացավ պատասխանել այն կարծիքներին, թե արդյոք այսպիսով հակառուսական արհեստական տրամադրություններ են ստեղծվում՝ նշելով. ««Ֆեյսբուքը» ներկայացուցչական օղակ չէ: Այն, ինչ հնչեցվում է «Ֆեյսբուքում», նեղ շրջանակի արտահայտած տեսակետ է: Բացի այդ, եկեք չմոռանանք, որ «Ֆեյսբուքում» կան ոչ միայն իրական օգտատերեր, այլև կեղծ, «ֆեյք» էջեր»: 

Հիշեցնենք, որ երեկ Շիրակի մարզի Փանիկ գյուղի բնակիչները կրակոցների ու պայթյունների ձայներ են լսել: Որոշ ժամանակ անց նրանք պարզել են, որ պատճառը Գյումրիում տեղակայված ռուսական 102-րդ ռազմաբազայի ծառայողներն են, ովքեր ուսումնամարզական վարժաքներ են իրականացրել: 

Փանիկի համայնքապետի հավաստիացմամբ՝ նման վարժանք անցկացնելու մասին իրենց չեն նախազգուշացրել, դրա համար էլ բնակիչները վախեցել են, դուրս են եկել փողոց, վիճել զինվորականների հետ, տեղեկացրել իրավիճակի մասին ոստիկանությանն ու ազգային անվտանգությանը:  

Ավելի ուշ ռուսական ռազմաբազայի պաշտոնյան ներողություն է խնդրել առանց զգուշացման զինավարժություն անցկացնելու համար:
