POLITICS«Փաստ» օրաթերթը գրում է.
ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանը, իսկ նրանից առաջ էլ Վիգեն Սարգսյանը Ընտրական օրենսգրքի փոփոխության շրջանակներում այդ փոփոխությունների քաղաքական պատվիրատուին են փնտրում ու այդպես էլ չեն գտնում: Նախ նշենք, որ քաղաքագիտության տեսանկյունից իշխող քաղաքական ուժը, որը հանդես է գալիս նման նախաձեռնությամբ, ընկալվում է փոփոխության քաղաքական պատվիրատու և, բնականաբար, ստանձնում է նաև պատասխանատվությունը: Նախորդ ընտրական օրենսգրքի քաղաքական պատվիրատուն և պատասխանատուն ՀՀԿ–ն էր, թե ինչ եղավ` տեսանք բոլորս: Սակայն այստեղ միայն քաղաքական պատվիրատուին գտնելու խնդիրը չէ, որ հուզում է Ռուստամյանին ու Սարգսյանին: Նախորդ ժամանակաշրջանի տրամաբանության մեջ նրանք ցանկանում են քաղաքական պատվիրատուի մեջ տեսնել այն միակին, ում հետ կարելի է պայմանավորվել, հարմարվել կամ որոշակի համաձայնության գալ, ի դեպ գլոբալ իմաստով, ոչ թե միայն բացասական երանգներով: Սակայն նրանց փնտրտուքը մեծ հաշվով անարդյունք է մնալու, քանի որ ներկայումս Ընտրական օրենսգրքի և ընդհանրապես երկրում կատարվող և ակնկալվող բազմաթիվ փոփոխությունների պատվիրատուն հայաստանյան հասարակությունն է:
Ամեն ինչ կուլիսներում, կոալիցիոն ու նմանօրինակ մեթոդներով համաձայնություններ ու պայմանավորվածություններ ձեռք բերող քաղաքական ուժերի համար այս իրավիճակը տարօրինակ է, քանի որ հասարակությունը նրանց գործունեության մեջ երբեք խաղացող կողմ չի եղել, առավելագույնը եղել է քվե: Հենց այս մտածողությունից է, որ պետք է ազատվեն մեր «ավանդական» քաղաքական ուժերը, որպեսզի չզբաղվեն անարդյունք փնտրտուքներով:
