Արտյոմ Մխոյանը «Վարդաշեն» ՔԿՀ-ում հանձնարարել է շտկել առկա թերությունները
POLITICSՀՀ ԱՆ քրեակատարողական ծառայության պետ, արդարադատության գնդապետ Արտյոմ Մխոյանը հուլիսի 10-ին աշխատանքային այցով եղավ «Վարդաշեն» քրեակատարողական հիմնարկում:Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱՆ ՔԿԾ հանրային կապերի բաժնից, անձնակազմի հրահանգավորման ընթացքում ծառայության պետը նշել է, որ ՀՀ ԱՆ «Վարդաշեն» քրեակատարողական հիմնարկը համակարգում առանձնահատուկ է.
«Այստեղ պահվող կալանավորված անձանց ու դատապարտյալների ճնշող մեծամասնությունը կրթված է և ունի բավարար գիտելիքներ: …Մեր առջև դրված կոնկրետ խնդիրների ու նպատակների իրականացումը ոչ մի ձևով չպետք է ոտնահարի կալանավորված անձանց ու դատապարտյալների արժանապատվությունը, սահմանափակի նրանց անձի ազատությունը և իրավունքները»,- ասաց Ա. Մխոյանը:
Կարևոր խնդիրը, որը հատկապես առանձնացրեց ծառայության պետը, կոռուպցիան է, ինչը, ըստ Ա. Մխոյանի, չարիք է և պետության հիմքերը սասանող դրսևորում:
Նա հորդորել է աշխատակիցներին զերծ մնալ համակարգի համար նման անպատվաբեր արարքներից՝ ծառայելով պատվով և նվիրումով, միմիայն օրինականության սահմաններում:
Մյուս կարևոր խնդիրը, որին անդրադարձավ ծառայության պետը, արգելված իրերի ներթափանցումն էր ՔԿՀ-ներ՝ զգուշացնելով, որ գնահատականներն ու վերաբերմունքը նման աշխատակիցների հանդեպ կլինեն համարժեք:
Ծառայության պետը հիմնարկի ծառայողների ուշադրությունը հրավիրեց անձնակազմի բարոյահոգեբանական վիճակի և այն բարձրացնելու անհրաժեշտության վրա՝ շեշտելով. «Քրեակատարողական ծառայությունը ձեզ հետ է: Մենք նպատակ ունենք ձեզ միայն օգնել, ցանկացած հարցում լսել յուրաքանչյուրիդ ու աջակցել: Կաշխատենք հնարավորության սահմանում լուծում տալ նաև անձնակազմի սոցիալական խնդիրներին»:
Այնուհետև Ծառայության պետը շրջայց կատարել է կալանավորված անձանց և դատապարտյալների բնակության համար նախատեսված գոտում, խոսել դատապարտյալների հետ: Տեղում հիմնարկի անձնակազմին տրվել են համապատասխան հանձնարարականներ՝ նկատված թերություններն անհապաղ շտկելու համար:
Ամփոփելով շրջայցը՝ հիմնարկի վարչակազմի ուշադրությունը հրավիրել է հանձնարարականների կատարմանը, պահանջել հետևողական լինել վերհանված թերությունների վերացմանը:
