POLITICS«Փաստ» օրաթերթը գրում է.
Երկրում շարունակվում են բացահայտումներն ու կոռուպցիայի դեմ պայքարը` կատակ բան չէ, վերջին մեկուկես ամսվա ընթացքում վերականգնվել է 42 միլիոն դոլարի պետությանը հասցված վնաս: Սա միայն հարկային պարտավորությունների չկատարման մասով: Սակայն շատ ավելի խորքային քաղաքական խնդիրներ դեռ մնում են և կմնան շատ օբյեկտիվ պատճառներով: Խորհրդարանական հանրապետությունը ենթադրում է կայացած քաղաքական ու կուսակցական համակարգ, որն առավելագույնս արդյունավետ է իրականացնում ժողովրդավարության տառին համապատասխան կառավարումը: Սակայն արդյո՞ք մենք կարող ենք խոսել խորհրդարանական հանրապետության մասին` թեկուզ և հեղափոխությունից հետո:
Եթե Հայաստանում վաղը կամ էլ մեկ տարի անց տեղի ունենան ընտրություններ, ապա մեր քաղաքացիները գնալու և ձայն են տալու ոչ թե այս կամ այն կուսակցությանը, այլ առավելապես այդ կուսակցության ղեկավարներին: Սա եղել է նախորդ ժամանակաշրջանում և սա կպահպանվի. թե ինչքան ժամանակ, դժվար է ասել:
Դժվար է ասել նաև այն պատճառով, որ արմատական փոփոխությունների կարիք կա ոչ միայն հանրային մտածողության մեջ, Ընտրական օրենսգրքում և ընդհանուր քաղաքական մթնոլորտում, այլև հենց կուսակցությունների մասին օրենքում: Խորհր դ ա ր ա ն ա կան պե տու թյու ն ը և խորհրդարանական մշակույթը ստեղծվում են կուսակցությունների հենքի վրա, սակայն այսօր արդեն կան անհատներ, որոնք հասցրել են այս կարճ ժամանակամիջոցում հիմնել կուսակցություններ և բնականաբար տոչորվում են ՔՊ–ի հետ դաշինքով ընտրություններին մասնակցելու համար, այսպիսի ակնարկներ են անում Անդրիաս Ղուկասյանը, Ժիրայր Սեֆիլ յանը, դե պարզ է, Ելք դաշինքի մյուս անդամները: Ամենայն հավանականությամբ, առաջիկայում մենք կտեսնենք բազմաթիվ նորաստեղծ կուսակցությունների, որոնք աջակցություն կհայտնեն իշխանությանը կամ այլ հզոր քաղաքական ուժի, կամ էլ կփորձեն ջուր պղտորել և իրենց փայ ձուկը որսալ, ինչպես եղել է միշտ: Այսօր սա թույլ չտալու և իսկապես խորհրդարանական կառավարման համակարգին ու ժողովրդավարությանը մոտենալու համար հրատապ են արմատական փոփոխությունները հենց նշված ոլորտում: Հակառակ դեպքում, մենք նորից ընտրելու ենք անձերին, նորից բողոքելու ենք քաղաքական կուսակցությունների ու գաղափարախոսությունների թերություններից ու 15–20 տարուց հայտնվելու ենք մի նոր փոսում:
