Մնացականյանը՝ ղարաբաղյան խնդրով բանակցությունների մասին. Անհրաժեշտ է որոշել հետագա քայլերն ինչպիսին կլինեն
SOCIETYՄադրիդյան սկզբունքները ունեն իրենց հստակ տեղը։ Այս մասին «Շանթ» հեռուստաընկերության հետ հարցազրույցում նշել է ՀՀ ԱԳ նախարար Զոհրաբ Մնացականյանը:
«Կա բանակցային գործընթացի էության էվոլյուցիա։ Հիմա մենք այն փուլում ենք, երբ որ վերներգրավվում ենք գործընթացի մեջ»,- նշել է նախարարը՝ հավելելով, որ շփումների մեջ է եղել Ռուսաստանի արտգործնախարարի, Ֆրանսիայի արտգործնախարարի հետ, ԱՄՆ պետքարտուղարության բարձրաստիճան պաշտոնյաների հետ։ «Մենք անմիջական կապի մեջ ենք համանախագահների հետ, համանախագահ երկրների ներկայացուցիչների հետ, որոնք անմիջապես վարում են բանակցությունները կամ օգնում են այդ գործընթացին»,- նշել է նախարարը՝ հայտնելով, որ շատ շուտով կլինեն նաեւ մյուս քայլերը, դինամիկան անհրաժեշտ է պահպանել։
Նրա խոսքով՝ հիմա անհրաժեշտ է որոշել, թե ինչպիսին են լինելու հաջորդ քայլերը: «Ես շատ զգուշորեն եմ ձեւակերպում, որովհետեւ ինձ համար մեթոդաբանական առումով շատ էական է ապահովել այս ներգրավման գործընթացը։ Մենք հայտնել ենք հիմնական սկզբունքները. հավատարմությունը բացառապես խաղաղ ճանապարհով խնդրի հանգուցալուծմանը, բացառապես Մինսկի խմբի համանախագահության սկզբունքն ենք արտահայտել ու վերահաստատել, եւ խաղաղությանը նպաստող միջավայրի սկզբունքն ենք հաստատել՝ որպես կարեւոր սկզբունք, որի շրջանակում հնարավոր է բանակցությունները վարել բնականոն ձեւով` կարգավորմանն ուղղված նպատակային այդ գործառույթն ապահովելու առումով»,- նշել է նախարարը:
Հստակեցնող հարցին՝ այս ամենն արդյոք հիմնվա՞ծ է Մադրիդյան սկզբունքների վրա կամ մշակվո՞ւմ են այլ գաղափարներ, նախարարը պատասխանել է, որ անհրաժեշտ է չափազանց զգույշ արտահայտվել՝ հաշվի առնելով, որ հիմա ներգրավման փուլն է: «Ես նորից կրկնեցի այն երեք հիմնական սկզբունքները, որ վերաբերում են մեր ներգրավմանը՝ խաղաղ կարգավորում, Մինսկի խմբի համանախագահների ֆորմատ, խաղաղությանը նպաստող միջավայր, ես գծեցի այն, ինչ մեզ համար չափազանց կարեւոր եւ առաջնային է՝ ստատուս եւ անվտանգություն։ Այս սկզբունքներով մենք հիմա ապահովում ենք բանակցությունների շարունակությունն այնտեղից, որտեղ որ դրանք ընդհատվել են»,- նշել է Զոհրաբ Մնացականյանը:
