ՀՀԿ–ական կամակորությո՞ւն, թե՞ սաբոտաժ. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Հունիսի 30–ը Սերժ Սարգսյանի ծննդյան օրն է: Ընդ որում, միշտ էլ այդպես է եղել` համենայնդեպս` 1954 թվականից սկսած: Նախկինում, երբ Սերժ Սարգսյանը ներքին գործերի կա՛մ պաշտպանության նախարար էր, կա՛մ վարչապետ էր, կա՛մ էլ երկրի նախագահ, նրան շնորհավորում էին: Առանձնահատուկ էին շնորհավորում, մանավանդ, երբ Սարգսյանը նախագահ էր, որովհետև նախագահը նաև գերագույն գլխավոր հրամանատարն էր:
Ներկայումս Սերժ Սարգսյանը պաշտոն չունի, սակայն ավանդույթի համաձայն` Սերժ Սարգսյանը պարոն նախագահն է, որովհետև հեծանիվ չենք հայտնագործի, եթե ասենք, որ բոլոր նախկին նախագահների նկատմամբ համընդհանուր ընդունված դիմելաձև է` պարոն նախագահ: Այդպես է ԱՄՆ– ում, այդպես է Հայաստանում, Լևոն Տեր– Պետրոսյանի, Սերժ Սարգսյանի և նույնիսկ Ռոբերտ Քոչարյանի պարագայում:
Սակայն անցած հունիսի 30–ին պարզվեց, որ որոշակի օղակների համար Սերժ Սարգսյանը շարունակում է մնալ գերագույն գլխավոր հրամանատար: Չէ, եթե ասենք շնորհավորանքներն ուղղված լինեին պարոն նախագահ Սարգսյանին, այստեղ որևէ արտառոց բան չէր լինի, բայց գերագույն գլխավոր հրամանատար` առնվազն զարմանալի է, որովհետև գերագույն գլխավոր հրամանատարը կոչում չէ, ինչպես, ասենք, արտակարգ և լիազոր դեսպանը, այն ընդամենը որոշակի պաշտոնից բխող սահմանադրական գործառույթ է, կարգավիճակ, այդքան բան:
Այս պարզ փաստը, թերևս, չեն ուզում հասկանալ ՀՀԿ–ում և հանրապետականամերձ օղակներում, կամ էլ այս շրջանակները պարզապես հրաժարվում են ընդունել ներկայիս ի պաշտոնե գերագույն գլխավոր հրամանատարին (ընդ որում, միայն պատերազմական դրության ժամանակ): Շեշտում ենք` ի պաշտոնե, որովհետև եթե վաղը Հայաստանի Հանրապետության վարչապետի անունը լինի Պողոս Պողոսյան, ապա հենց նա էլ պատերազմի ժամանակ կլինի գերագույն գլխավոր հրամանատարը` համաձայն Սահմանադրության:
Դե, իսկ եթե այնուամենայնիվ, վերոնշյալ շրջանակները պարզապես հրաժարվում են ընդունել ներկայիս գերագույն գլխավոր հրամանատարին` անկախ նրա նկատմամբ վերաբերմունքից, ապա այստեղ մենք գործ ունենք երկու իրողության հետ: Կամ սա ուղղակի պարզունակ կամակորություն է, կամ` հեռահար հաշվարկով դիտավորություն` սաբոտաժի տարրերով: Սակայն որն էլ լինի, այս վիճակն ուղղակի վկայում է այն մասին, որ Հանրապետականը այդպես էլ չի մարսում կատարված իրողությունը, դասեր չի քաղում, կառչած է մնում անցյալի հուշերից և, ամենավատը, չի ուզում փոխվել ու դառնալ որակապես այլ կուսակցություն, որի անհրաժեշտությունն իսկապես կա: Այսինքն` այստեղ բան չի փոխվել:
