Արցախի Խորհրդարանը հաստատել է 2017թ. պետական բյուջեի կատարման մասին հաշվետվությունը

Հունիսի 28-ին Արցախի Հանրապետության Ազգային ժողովը հրավիրել է հերթական նիստը: Մինչ օրենսդրական հարցերին անցնելը՝ խորհրդարանի ղեկավար Աշոտ Ղուլյանը շնորհավորանքի խոսք է ուղղել Մարտակերտի ազատագրման 25 ամյակի կապակցությամբ:

Ինչպես  «Արմենպրես»-ին տեղեկացրին Արցախի Հանրապետության Ազգային ժողովի լրատվության և հանրության հետ կապերի բաժնից, նիստի օրակարգը հաստատելուց հետո խորհրդարանը քննարկել և երկրորդ ընթերցմամբ ընդունել է սահմանված հատուկ ընթացակարգով «Տեխնիկական կանոնակարգման մասին» ԱՀ օրենքների փաթեթը և«Հավաքների ազատության մասին» օրենքների փաթեթը:

 

Արցախի Հանրապետության 2017 թվականի պետական բյուջեի կատարման մասին հաշվետվությամբ հանդես է եկել  ֆինանսների նախարար Արթուր Հարությունյանը:

 

Նախարարի ներկայացմամբ 2017թ.-ին երկրում համախառն ներքին արդյունքը կազմել է272,1 մլրդ, մեկ շնչի հաշվով՝ 1 մլն 855 հազ դրամ: Տնտեսական աճը հաշվետու տարվա ընթացքում կազմել է  15,6%՝ 2,5% դեֆլյատորի պայմաններում:  Ծախսերի մասով 2017թ-ի պետական բյուջեն կատարվել է  96,5%, դեֆիցիտը՝ 3,3 մլրդ դրամ նախորդ տարվա համեմատ նվազել է՝ 10,5%-ով:

 

Պետական բյուջեի կատարողականի վերաբերյալ եզրակացությամբ հանդես է եկել Հաշվեքննիչ պալատի նախագահ Էռնեստ Ավանեսյանը: Պատգամավոր Գրիգորի Կասպարյանը ներկայացրել է գլխադասային հանձնաժողովի դրական եզրակացությունը, իսկ պաշտպանության, անվտանգության և օրինապահպանության հարցերի մշտական հանձնաժողովի նախագահ Ժաննա Գալստյանը ներկայացրել է բյուջեի՝ պետական և ծառայողական գաղտնիք պարունակող ծախսային հոդվածների վերաբերյալ հանձնաժողովի դրական եզրակացությունը: Բյուջեի կատարողականի մասին իրենց դիրքորոշուներն են հայտնել նաև ԱԺ խմբակցությունների ներկայացուցիչները: Նախագծի վերաբերյալ արտահերթ ելույթով հանդես է եկել Արցախի Հանրապետության պետական նախարար Գրիգորի Մարտիրոսյանը, ով պարզաբանել է պատգամավորների հնչեցրած մտահոգությունները:

 

Խորհրդարանը 25 կողմ, 4 դեմ և 0 ձեռնպահ ձայների հարաբերակցությամբ ընդունել է ԱԺ որոշումը՝  Արցախի Հանրապետության 2017թ-ի պետական բյուջեի կատարման մասին հաշվետվությունը հաստատելու մասին:

 

Օրենսդիրը քննարկել և ընդունել է նաև «Պետական գույքի մասնավորեցման 2010-2012թվականների ծրագրի կատարման 2017 թվականի տարեկան հաշվետվությունը հաստատելու մասին ԱՀ օրենքը:

 

Բյուջեի կատարողականի քննարկումների ժամանակ պատգամավորներ Ժաննա Գալստյանի և Հայկ Խանումյանի միջև տեղի ունեցած միջադեպի ուսումնասիրման նպատակով«Հայրենիք» խմբակցության առաջարկությամբ խորհրդարանի կողմից միաձայն ընդունվել է էթիկայի ժամանակավոր հանձնաժողով ստեղծելու մասին Աժ որոշումը:

 

Պատգամավորական հայտարարությամբ հանդես են եկել Վարդգես Բաղրյանը, Դավիթ Իշխանյանը, Արպատ Ավանեսյանը, Արթուր Թովմասյանը և Աշոտ Ղուլյանը:

 

Ամփոփելով 7-րդ նստաշրջանի աշխատանքները՝ ԱԺ նախագահը հայտարարել է, որ 7-րդ նստաշրջանի ընթացքում ընդունվել է 36 օրենք:
