Ադրբեջանի նավթային հիմնադրամի եկամուտներն արագորեն նվազում են

 Ադրբեջանի պետական նավթային հիմնադրամի մուտքերը Ազերի-Չըրաղ-Գյունեշլի եկամտաբեր նավթի վաճառքից 2015 թվականի հունվար-հոկտեմբերին կազմել են 5 մլրդ 856 մլն դոլար, այն դեպքում, երբ 2014 թվականի նույն ժամանակահատվածում այն կազմել էր 15 մլրդ 118 մլն դոլար, իսկ 2013 թվականին` 16 մլրդ 261 մլն դոլար:

Այս մասին, հայտնում է «Թուրան» լրատվական գործակալությունը` նշելով, որ հիմնադրամի եկամուտը 2015 թվականի առաջին եռամսյակում կազմել է 2,065 մլրդ դոլար, երկրորդ եռամսյակում` 1,656 մլրդ դոլար եւ երրորդ եռամսյակում` 1,504 մլրդ դոլար:

Հաշվի առնելով այն համգամանքը, որ հոկտեմբերին Ադրբեջանի պետական նավթային հիմնադրամի եկամուտը կազմել է 631 մլն դոլար, եւ այն, որ «Չըրաղ» հանքահորում մինչեւ տարեվերջ օբյեկտիվ պատճառներով կանխատեսվում է նավթի միջին օրական արդյունահանման նվազում մինչեւ 5 հազար բարել, ապա նոյեմբեր-դեկտեմբեր ամիսներին հիմնադրամի եկամուտը կկազմի մոտ 1,1 մլրդ դոլար: Ընդհանուր առմամբ հիմնադարմի տարեկան եկամուտը կարող է հասնել մոտ 6,96 մլրդ դոլարի, ինչը 2,17 անգամ է ցածր է, քան անցյալ տարի:

Ադրբեջանի կառավարությունը 2016 թվականի համար Նավթային հիմնադրամի բյուջեն եւս կանխատեսել է դեֆիցիտով` նավթի միջին արտահանման գինը հաշվարկելով մեկ բարելի դիմաց 50 դոլար: Ընդ որում, Նավթային հիմնադրամի եկամուտները կանխատեսվել են 6,7116 մլրդ մանաթի մակարդակի, իսկ ծախսերը` 8,2 մլրդ մանաթի: Դեֆիցիտը սպասվում է 1,4884 մլրդ մանաթի մակարդակի:

Հարկ է նշել, որ Ադրբեջանի պետական նավթային հիմնադրամի բոլոր եկամուտների 92-93 տոկոսը ձեւավորվում է Ազերի-Չըրաղ-Գյունեշլի հանքահորից մուտքերի հաշվին, որը հանդիսանում է Ադրբեջանի պետբյուջեի հիմնական աղբյուրը:

Նավթի համաշխարհային գների եւ մանաթի փոխարժեքի անկման պատճառով Ադրբեջանի տնտեսությունը հայտնվել է ճգնաժամի մեջ. բազմաթիվ պետական եւմասնավոր հաստատություններ չեն կարողանում վճարել աշխատակիցների աշխատավարձերը: Փակվել են նավթաարդյունաբերության մի շարք ձեռնարկություններ,պետական եւ մաս նավոր հաստատություներ, տասնյակ հազարավոր աշխատավորներ գործազուրկ են դարձել, Ադրբեջանի տնտեսական աճն օրեցօր նվազում է,միջազգային վարկանիշային գործակալությունների համաձայն` ադրբեջանական բանկերը կանգնած են ռիսկի սահմանին, այս տարվա ընթացքում Ադրբեջանն արդեն6,7 մլրդ դոլար է կորցրել, Ադր բեջանի բյուջեն դեֆիցիտային է դարձել, եկող տարվա բյուջեն անցյալ տարվա պետբյուջեից մոտ 2 անգամ փոքր է սահմանվել:

Ադրբեջանի արտահանման 95 տոկոսը կազմում են գազը, նավթն ու նավթամթերքները, իսկ երկրի պետբյուջեն 75 տոկոսով ձեւավորվում է էներգակիրների արտահանումից ստացվող եկամուտների հաշվին:
