 Եվրոպական արտաքին հարաբերությունների ծառայության Ռուսաստանի, Արևելյան գործընկերության, Կենտրոնական Ասիայի, տարածաշրջանային համագործակցության և ԵԱՀԿ հարցերով տնօրեն Գունար Վիգանդը հույս ունի, որ սահմանադրական փոփոխությունները ե րկիրը կտանեն կայուն ժողովրդավարության, մարդու հիմնարար ազատությունների պաշտպանության և քաղաքացիական մասնակցության խթանման:

Նման կարծիք հայտնեց պաշտոնյան նոյեմբերի 4-ին լրագրողների հետ ճեպազրույցի ժամանակ:

 Նրա խոսքով` Եվրամիությունը կարծում է, որ Հայաստանում սահմանադրական փոփոխությունների հանրաքվեն անցկացվելու է ժողովրդավարական սկզբունքներին համապատասխան` ելնելով Հայաստանի ընտրական օրենսգրքի պայմաններից: «Իհարկե, այս հանրաքվեն կիրականացվի ըստ միջազային ստանդատների, որոնք արդեն հայտնի են: Մեր գործը չէ հիմա կանխատեսել, թե ինչպիսին է լինելու այդ հանրաքվեն, այլ մեր գործը կլինի հանրաքվեի վերաբերյալ կարծիք հայտնել, երբ այն տեղի կունենա, կավարտվի»,-ասաց Գունար Վիգանդը:

 Եվրոպացի պաշտոնյայի դիտարկմամբ` առկա է Վենետիկի հանձնաժողովի կարծիքը, որն արդեն կատարել է իր մեկնաբանությունները կիսանախագահական կառավարումից խորհրդարանական տիպին անցնելու կապակցությամբ: «ԵՄ-ում մենք ունենք թե նախագահական, թե խորհրդարանական կառավարման ձևեր և ունենք պետություններ, որոնք հանրապետություն չեն, բայց ժողովրդավարական սկզբունքներով են առաջնորդվում: Մենք, ունենալով երկու կառավարման ձևերն էլ, չենք կարող ասել` որն է լավը, որը վատը: Կարևորն այն է, որ կառավարումը լավ կատարվի»,-եզրափակեց պաշտոնյան:

 Դեկտեմբերի 6-ին Հայաստանում կկայանա սահմանադրական փոփոխությունների հանրաքվե:
