Կուտակային կենսաթոշակային համակարգը 2014թ. հուլիսից պարտադիր է պետական հատվածի աշխատողների և աշխատաշուկա նոր մուտք գործող անձանց համար: Համակարգում այս պահին ներգրավված  է շուրջ 130 հազար քաղաքացի: Այս մասին Ազգային ժողովում ՀՀ 2016 թ. պետական բյուջեի նախագծի քննարկման ժամանակ ասաց ՀՀ աշխատանքի և սոցիա լական հարցերի նախարար Արտեմ Ասատրյանը՝ պատասխանելով ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանի հարցին: «Այս պահին համակարգում ընդգկրված է շուրջ 130 հազար մասնակից, որից 60 հազարը պետական աշխատողներ են, իսկ 70 հազարը՝ ոչ պետական հատվածի աշխատողներ: Յուրաքանչյուր ամիս շուրջ 4 հազար անձ համալրում է համակարգը»,-  նշեց նախարարը:

Արտեմ Ասատրյանը նշեց, որ համակարգի մասնակիցներին առաջին անգամ տրվել են անհատական հաշիվների քաղվածքները, իսկ ներկա պահին կառավարությունը պատրաստում է համապատասխան ուսուցողական ծրագրեր նաև առցանց համակարգով, որպեսզի համակարգի բոլոր մասնակիցները հնարավորություն ունենան ամբողջությամբ ընթերցել և հասկանալ իրենց անհատական հաշվի քաղվածքը: «Այս դեպում գործընթացի իրականացման վրա լավագույն վերահսողություն իրականացնողը հենց քաղաքացին է, իսկ այդ անհատական հաշվի քաղվածքը հստակ տեղեկատվություն է տալիս` ինքը վճարում իրականացրե՞լ է, թե ոÕ ¹, գործատուն իր համար վճարում արե՞լ է, թե ոչ, կառավարությունը համաֆինանսավորումն ամբողջությամբ իրակնացրե՞լ է, թե ոչ և ինչպե՞ս է աշխատել ակտիվները կառավարող ընկերությունը: Այս ամբողջը այդ քաղվածքում երևում է»,- նշեց նախարարը:

Նա հավելեց, որ կառավարության խնդիրն է ավելի շատ աշխատանք տանել, որպեսզի համակարգի մասնակիցներն ավելի լավ տեղեկացված լինեն, թե ինչպես է պետք օգտագործել իրենց անհատական հաշիվների քաղվածքը և իրականացնել վերահսկողություն:
