«Փաստ» օրաթերթը գրում է.

ՀՀ պաշտպանության նախարարի նախկին պաշտոնակատար, գեներալ Նորատ Տեր–Գրիգորյանցի բնորոշմամբ` ԵԿՄ նախագահ Մանվել Գրիգորյանը կազմակերպված, հայրենասեր և հարգված մարդ է: «Փաստ» օրաթերթի հետ զրույցում Ռուսաստանում ապրող գեներալն ասաց. «Մանվել Գրիգորյանին անձամբ եմ նշանակել բրիգադի հրամանատար: Ինձ Լևոն Տեր–Պետրոսյանն ու Վազգեն Սարգսյանն էին առաջարկել: Մանվել Գրիգորյանը բարձր մակարդակի հրամանատար էր: Ես տեղյակ չեմ` ինչպե՞ս է նա ապրել խաղաղ ժամանակ և հարստացել»: Նորատ Տեր–Գրիգորյանցը, խոսելով ԱԱԾ–ի խուզարկության մասին, նշեց, որ զինվորների պահածոների հայտնաբերումն իր համար անհավատալի և ծիծաղելի էր: «Դա մանկական բարբաջանքի էր նման»,– ժպտալով՝ ասաց մեր զրուցակիցը: Զենք–զինամթերքի հայտնաբերումը գեներալին այդքան զարմանալի և ծիծաղելի չթվաց, սակայն նրա համար այլ բան էր անհասկանալի. «Ինչքան գիտեմ, Մանվել Գրիգորյանը հեղաշրջում անել չէր ուզում: Ինչո՞ւ այդքան շատ զենք: Դա պետք էր հանձնել: Երկրապահները պետք է սերունդ կրթեն, փորձ փոխանցեն: Ձեր հարցերի պատասխանները չունեմ, քանի որ երբեք այդ կառույցի մասին չեմ ունեցել հետին մտքեր և այլ պատկերացումներ»: Մեր հարցին` ՊՆ–ն կամ անձամբ նախկին նախարարն ի՞նչ կապ կարող էին ունենալ այս գործին, գեներալը պատասխանեց. «Ես իրավապահ չեմ, չեմ կարող ասել: Ես 1995 թվականից դուրս եմ եկել նախարարությունից և կապ չունեմ: Գուցե նրանք էլ իմ կարիքը չունեն: Բայց, էլի եմ ասում, երևույթն ամոթալի է»:
