«Փաստ» օրաթերթը գրում է.

Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության նոր ղեկավարության առջև ծառացած խնդիրների թվում կարելի է մի քանի կարևորագույն հարց առանձնացնել, որին, ըստ էներգետիկ փորձագետ Էմիլ Սահակյանի, հարկավոր է առաջին հերթին ուշադրություն դարձնել: Այդ հարցերի ցանկում կարելի է մատնանշել էլեկտրաէներգիայի և գազի սակագների որոշման մեթոդաբանությունը, էլեկտրաէներգիայի սպառման գործընթացի ուսումնասիրում և կարգավորում և այլն:

Է. Սահակյանի դիտարկմամբ, թվարկված բոլոր հարցերն էլ ուսումնասիրության կարիք ունեն, սակայն պակաս կարևոր չէ նաև էներգետիկ համակարգի անվտանգության ապահովման նոր հայեցակարգի մշակումը: Այն թույլ կտա իրական պատկերացում կազմել այն էներգահամակարգի մասին, որը մենք պետք է ունենանք և՛ այսօր, և՛ վաղը, և՛ ապագայում:

«Հարկավոր է հիմնել մի այնպիսի համակարգ, որը համահունչ է և համապատասխանում է Հայաստանի կարողություններին, պահանջվող սպառման մակարդակին, աշխարհագրական դիրքին, կլիմայական պայմաններին, հարևան երկրների հետ ունեցած փոխհարաբերություններին: Ի դեպ, նման հայեցակարգ ժամանակին մշակվել  է և 2013–ին հաստատվել է ՀՀ նախագահի կողմից, սակայն այդ ծավալուն փաստաթղթում կան մի շարք թերություններ, անճշտություններ, որի պատճառով այն չի կարելի ընդունելի համարել: Այնտեղ հաշվի առնված չեն Հայաստանի հնարավորությունները և իրականում այն համահունչ չէ մեր երկրին»,– ասաց Է. Սահակյանը:

Փորձագետի կարծիքով, հայեցակարգում ներառված միայն մեկ դրույթին ծանոթանալն արդեն իսկ բավարար է հասկանալու համար այդ հայեցակարգի անհամատեղելի լինելու հանգամանքը Հայաստանի հնարավորություններին: Խոսքը վերոնշյալ հայեցակարգում որպես նպատակ հայտարարված արտահանման կողմնորոշում ունեցող և տնտեսապես արդյունավետ գործող էներգահամակարգ ստեղծելուն է վերաբերում, որն ըստ Է. Սահակյանի` անհնարին է, քանի որ մեր երկրի հնարավորությունները թույլ չեն տալիս նման համակարգ ստեղծել: 

«Հայաստանի նման երկիրը արտահանման կողմնորոշում ունենալու կարողություններ չունի: Եվ այդ պայմաններում հայեցակարգի այդ դրույթն, անկեղծ ասած, հասկանալի չէ: Պարզ չէ, թե նման կարողություններ չունեցող երկիրն ինչպես պետք է արտահանման կողմնորոշում ունենա: Եվ այդ երևակայական նպատակը լուրջ ընդունելու արդյունքում ներկայում նախատեսվում է կառուցել երկու բարձր լարման գծեր, մեկը` դեպի Վրաստան, մյուսը՝ Իրան: Բայց դրանց հզորություններն այնքան մեծ են, որ տեսանելի ապագայում դրանք միանշանակ պետք չեն լինելու մեր երկրին: Այս գծերի գումարային հզորությունն ավելի քան 2000 ՄՎտ է և դրանց կառուցման համար Հայաստանը մոտ կես միլիարդ դոլար վարկ է վերցրել: Բայց աբսուրդն այն է, որ այդ ծրագիրն այնքան անարդյունավետ է, որ դրանից ստացվելիք օգուտը Հայաստանը, եթե չասենք ընդհանրապես չի կարողանա տեսնել, ապա գոնե առաջիկա 100 տարիների ընթացքում միանշանակ չի տեսնի»,– ասաց Է. Սահակյանը: 

Նշենք նաև, որ նմանատիպ անարդյունավետ ծախսերը սակագնի աճի տեսքով մատուցվելու են ժողովրդին և փոխհատուցվելու են սպառողների կողմից: Ու ստացվում է, որ նմանատիպ անտրամաբանական քայլերի պատճառով հետագայում տուժում է սպառողը:
