«Արթիկ» ՔԿՀ պաշտոնյան կաշառքի դիմաց խոշոր չափերով թմրամիջոցներ է տեղափոխել աշխատավայր. ՀՔԾ

ՀՀ հատուկ քննչական ծառայությունում քննված քրեական գործի նախաքննությամբ ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ Հայկ Աղաքարյանը, 14.06.2011թ.-ից մինչեւ 19.03.2018թ.-ը զբաղեցնելով ՀՀ ԱՆ «Արթիկ» քրեակատարողական հիմնարկի անվտանգության ապահովման բաժնի երկրորդ կարգի մասնագետի պաշտոնը,  նույն հիմնարկի կալանավորի օգտին ակնհայտ ապօրինի գործողություններ կատարելու համար կաշառք է ստացել:

Այսպես, նախաքննությամբ պարզվել է, որ «Արթիկ» ՔԿՀ անվտանգության ապահովման բաժնի մասնագետ Հայկ Աղաքարյանը նույն հիմնարկում պահվող կալանավոր Զորիկ Մեսինյանի կողմից առաջարկ է ստացել կաշառքի դիմաց վերջինիս մատնանշած անձից վերցնել եւ իրեն փոխանցել թմրամիջոցներ ու պրեկուրսոր: Հ. Աղաքարյանը, ընդունելով կալանավորի առաջարկը, 17.03.2018թ.-ին նշված անձից ապօրինի ձեռք է բերել խոշոր չափերով թմրամիջոցներ, այդ թվում` «ափիոն» տեսակի, ինչպես նաեւ թմրամիջոցներ կամ հոգեմետ նյութեր պատրաստելու նպատակով առանձնապես խոշոր չափերով «քացախաթթվի անհիդրիդ» տեսակի պրեկուրսոր:

18.03.2018թ.-ին Հ. Աղաքարյանը թմրամիջոցներն ու պրեկուրսորը ապօրինի փոխադրել է աշխատավայր, սակայն նրան չի հաջողվել դրանք հանձնել կալանավոր Զ. Մեսինյանին, քանի որ նույն օրն առավոտյան թմրամիջոցներն ու պրեկուրսորը ՔԿՀ աշխատակցի անձնական խուզարկությամբ հայտնաբերվել եւ առգրավվել են:

Այսպիսով, կաշառք տվողի օգտին ակնհայտ ապօրինի գործողություն կատարելու համար կաշառք ստանալու, ինչպես նաեւ թմրամիջոցներ կամ հոգեմետ նյութեր պատրաստելու նպատակով առանձնապես խոշոր չափերով պրեկուրսոր եւ խոշոր չափերով թմրամիջոցներ ձեռք բերելու փորձին օժանդակելու համար Հայկ Աղաքարյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 2-րդ մասով, 38-34-266-րդ հոդվածի 4.2-րդ մասի 2-րդ կետով եւ 38-34-268-րդ հոդվածի 2-րդ մասի 2-րդ կետով: Նրա նկատմամբ որպես խափանման միջոց է կիրառվել կալանավորումը:

Հ. Աղաքարյանի վերաբերյալ քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու եւ դատարան ուղարկելու համար:
