«Փաստ» օրաթերթը գրում է.

Քաղաքական նոր իրավիճակից ելնելով` առկա է նաև ընտրովի մարմիններում փոփոխություն տեսնելու ցանկությունը: Խոսքը, օրինակ, տեղական ինքնակառավարման մարմինների, դատախազի և այլ ընտրովի մարմինների փոփոխության մասին է: «Քաղաքացիական հասարակության ինստիտուտ» h/կ նախագահ Արտակ Կիրակոսյանի խոսքով՝ մարդիկ իրավունք ունեն այդպիսի խնդիրներ դնել, բայց այստեղ հասարակական պահանջը տարբերվում է իրավական գործընթացներից: «Ուրիշ խնդիր է, որ պետք է ամեն ինչ անել՝ մնալու իրավական ընթացակարգերի շրջանակում: Այսինքն՝ այո՛, շատ բաներից կարող է դժգոհ լինենք, սկսած՝ դպրոցի տնօրենից, մինչև գլխավոր դատախազ և այլն, բայց ամբողջ հարցն այն է, թե մենք մնո՞ւմ ենք իրավական դաշտում, թե ուղղակի կամայական որոշումներ ենք պարտադրում: Կարծում եմ՝ այդ իմաստով ամենաճիշտ ձևն այդ մարմիններում տարբեր ստուգումներ իրականացնելն է: Եվ եթե ինչ–որ բաներ բացահայտվեն, կլինի խնդիր, ըստ որի՝ մարդիկ պետք է հրաժարական տան: Այդուհանդերձ, կրկին գալիս ենք նրան, որ լուծումն իրավական դաշտում է: Նիկոլ Փաշինյանի տե­ սակետն այս հարցում շատ մոտ է իմ նշածին»,– «Փաստ»–ի հետ զրույցում ասաց նա: Արտակ Կիրակոսյանի խոսքով, նորմալ երևույթ է, երբ մարդիկ նշված մարմիններում ևս փոփոխություն են ակնկալում. «Ամբողջ ՀՀԿ–ական կորպորացիան մեկը մյուսի համար էր աշխատում: Բայց բոլոր մակարդակներում պետք է տարանջատում լինի կուսակցությունների և պետական մարմինների միջև»: Հիշենք, որ արդարադատության նախարար Արտակ Զեյնալ յանը նշել էր, որ գլխավոր դատախազն ու ԲԴԽ–ն ընտրովի են, ու որևէ գործողություն չի կատարվելու, որը հակասելու է իշխանության տարանջատման սկզբունքին: Արտակ Կիրակոսյանը շեշտեց, որ նոր իշխանության ներկայացուցիչներն էլ են գնահատում վտանգները. «Իսկ վտանգը հիմա մեծ է: Կամայական գործընթացի մի օրինակ բերեմ, երբ Վրաստանում Սահակաշվիլին ուղղակիորեն խառնվում էր դատական համակարգի խնդիրներին: Հետո, երբ նա գնաց, պարզվեց, որ հարյուրավոր քաղբանտարկյալներ կան: Այսինքն՝ քրեական գործերն ընտրովի ձևով՝ կուսակցական և այլ մոտեցումներով էին հարուցվում: Պարզվեց, որ նա դարձավ այն վիշապը, որի դեմ պայքարում էր: Այն հռչակված թեզերը, որոնց մասին ասել են Արտակ Զեյնալ յանն ու Նիկոլ Փաշինյանը, շատ կարևոր են: Եվ կարևոր է, որ հենց այդ թեզերով առաջնորդվեն»: Կիրակոսյանի խոսքով՝ առհասարակ հասարակական ու կառավարական պահանջները պետք է առանձնացնել. «Շատերի մոտ մտահոգություն առաջացավ ԿԳ նախարարի հայտարարության առումով, որը կապված էր «Այբ» հիմնադրամի հետ: Խնդիր չկա, եթե նա կարծում է, որ պետք է աուդիտ անեն, շատ լավ է, թող անեն, բայց ամենասկզբից դատապարտող տոնը, կարծում եմ, շատերին դուր չեկավ: Այս իրավիճակում ամենախոցելին այն է, թե այս կառավարությունը որքանո՞վ կարող է թաթախվել բարեփոխումների մեջ: Խնդիրներ կան, որոնց անմիջապես պետք է արձագանքել: Օրինակ՝ պարտադիր կուտակային կենսաթոշակների համակարգը, որին անցնելու ժամկետը մոտ է: Իսկ այս՝ առանց այդ էլ անորոշ իրավիճակում, օրինակ՝ 12–ամյա կրթության և մյուս խնդիրները գումարելն, ըստ իս, չափից ավելի մշուշոտ է դարձնում ապագա բարեփոխումների ընթացքը»: Մեր զրուցակիցը նշեց, որ այս կառավարության առջև շատ հստակ հասարակական պահանջ կա՝ քանդել ՀՀԿ կորպորացիան: «Շատ մարդիկ այդ կորպորացիայի անդամ էին դառնում, որովհետև պետք է զբաղեցնեին այս կամ այն պաշտոնը: Սկսած դպրոցի տնօրեններից, վերջացրած՝ գյուղապետեր և այլն: Կորպորացիան քանդելու տարբեր օրինական մեխանիզմներ կան: Առաջնային խնդիրը հարկային ու մաքսային համակարգերն են: Եթե այդ համակարգերում ունենանք արդյունքներ, ապա դրանք ուղղակիորեն կազդեն նաև մնացած ոլորտների վրա»,–ասաց Ա. Կիրակոսյանը:
