Հայաստանի գյուղատնտեսության նախարար Արթուր Խաչատրյանը բացատրել է, թե ինչու են գյուղացիները դժվարություններ ունենում գյուղատնտեսական վարկերը մարելու հետ կապված: Ազգային ժողովում լրագրողների հետ զրույցում Արթուր Խաչատրյան ընդգծեց, որ խնդիրները բավական լայն են: «Տոկոսադրույքներն են բարձր եղել, վարկերի օգտագործման արդյունավետությունն է ցածր եղել: Խնդիրները գալիս են նաև նրանից, որ մարդիկ վարկ են վերցրել, սակայն չեն կարողացել գնահատել վարկերի սպասարկման հետ կապված հետագա ռիսկերը: Մենք իսկապես խնդիր ունենք վերանայելու, թե ինչ օժանդակություն և ծառայություն պետք է տրամադրի գյուղացիական տնտեսություններին»,- «Արմենպրես»-ի հաղորդմամբ՝ ընդգծեց Խաչատրյանը: Անդրադառնալով հարցին, թե արդյոք նպատակահարմար է գյուղատնտեսական վարկերի համաներում իրականացնելը, երբ տեղեկություններ կան, որ գյուղատնտեսական վարկերը հաճախ օգտագործվում են այլ նպատակների համար, նախարարը պատասխանեց. «Բնականաբար, գյուղատնտեսական վարկերն ավելի մատչելի են, քան մնացած վարկերը և հաճախ դրանք օգտագործել են խոպան գնալու ավիատոմս գնելու, բանակի քեֆ ֆինանսավորելու, հարսանիք, նշանդրեք կազմակերպելու համար: Կարելի է ուղղակի նայել հասկանալ, թե ովքեր են այն մարդիկ, որ վարկ են վերցրել և բնական կատակլիզմների կամ տնտեսվարման խնդիրների, գների փոփոխման պատճառով տուժել են: Ես գտնում եմ, որ պետք է նայենք և հասկանանք, եթե տեղի է ունեցել չարաշահում, այդ հարցերով պետք է զբաղվել: Եթե եղել է չարաշահում, պետք է լինի դիֆերենցված մոտեցում: Նաև ծավալները պետք է հասկանանք: Պետք է հասկանանք՝ վարկերի 95 տոկոսն ուղղվել է գյուղատնտեսության ոլորտ և միայն այն 5 տոկո՞սն է այսկողմ-այնկողմ եղել, թե՞ պատկերը մի փոքր այլ է: Գնահատենք, հասկանանք, հետո որոշում կնդունենք»,- ընդգծեց նա:
