Այսօր Հայաստանի Հանրապետությունում, համաժողովրդական խաղաղ ընդվզմանը հաջորդում են քաղաքական գործընթացներ, որոնք ամրագրում են ժողովրդի հաղթանակը:

Նոր իրականության մեջ ժողովուրդն իրեն պետք է զգա երկրի և նրա զարգացման տեսլականի լիարժեք կրողը:

Համաժողովրդական շարժմանն ակտիվորեն մասնակցել է քաղաքացիական հասարակությունը, նրանց ներկայացուցիչները, անկախ իրենց քաղաքական հայացքներից և սոցիալական դիրքից:

Մարզային մակարդակներում շարժումները սկսվել են իքնաբուխ, և մարդիկ միացել են շարժմանը քաղաքացիական հասարակության առաջնորդությամբ:

Անընդունելի կհամարեմ մարզային մակարդակում մարզպետների և այլ կենսական գործադիր պաշտոններում մարդկանց նշանակումը՝ կուսակցական քվոտաներով, հեղափոխությունը պետք է ամրագրվի նաև մոտեցումների և մեխանիզմների փոփոխմամբ :

Հիմա կխոսեմ մարզպետի պաշտոնից, որը քաղաքական չէ, հատկապես նրա ոչ ընտրովի, այլ նշանակովի լինելու պարագայում:

Մարզպետները պետք է գործեն անկաշկանդ, կախվածություն չունենալով որևէ կուսակցությունից, բարեխղճորեն կյանքի կոչեն կառավարության քաղաքականությունը, տեղում մշակեն ռազմավարություններ և նրանց իրականացման համար ձեռնարկեն ֆոնդահայթայթում՝ սեփական կարողություններով:

Ուշադիր լինեն կադրային քաղաքականությանը, անձամբ հետևելով կարևորագույն պաշտոններում նշանակված մարդկանց աշխատանքին:

Իրականացնեն իրավունքների պաշտպանություն , ունակ լինեն արձագանքել ցանկացած քաղաքացու խնդրի:

Վստահ եմ, որ այդ պաշտոնում, պետք է աշխատի հենց քաղաքացիական հասարակության ներկայացուցիչը, ով ունի երկար տարիների շահառուների և սոցիալական տարբեր խմբերի աշխատանքի փորձ :

Վերոշարադրյալ համոզումից ելնելով, Լոռու մարզում իմ համախոհ, համաժողովրդական շարժման մասնակիցների մի խումբ մարդկանց հետ միասին ձևավորվել ենք «Լոռու մարզպետը քաղաքացիական հասարակությունից » նախաձեռնությունը, որը այս օրերին հայտ է ներկայացնում մարզպետի պաշտոնում, քաղաքացիական հասարակության ներկայացուցչի նշակմանը, ի դեմս իմ թեկնածության , սակայն մոտեցումը առհասարակ քաղաքացիական հասարակության կողմից հայտի ներկայացնում է և ես վստահ եմ, որ կարող են գտնվել այլ թեկնածուներ, ևս քաղաքացիական հասարակության ներկայացուցիչններից:

Այլ մարզերում ևս առկա են իմ և իմ համախոհների կարծիքը կիսող մարդիկ և ես նրանց հետ գտնվում եմ շարունակական կապի և քննարկումների մեջ:

Առաջարկում եմ, քաղաքացիական հասարակության ներկայացուցիչներին համախմբվել մեր նախաձեռնության շուրջ և համատեղ քննարկել մոտեցումները և միասնական դիրքորոշումը ներկայացնել հասարակությանը:

Քաղաքացիական հասարակությունը պետք է ակտիվ ներգրավված լինի որոշումների կայացման գործընթացում նաև մարզային մակարդակում:
