«Հայաստանի Հանրապետության վարչապետի աշխատակազմում (այսուհետ՝ Աշխատակազմ) կան հայեցողական և քաղաքացիական ծառայության պաշտոններ, քաղաքացիական աշխատանք կատարող և տեխնիկական սպասարկում իրականացնող անձինք:

Աշխատակազմում հայեցողական թափուր պաշտոններ առաջանալու դեպքում հայեցողական թափուր պաշտոնում նշանակելու իրավասություն ունեցող պաշտոնատար անձը «Հանրային ծառայության մասին» Հայաստանի Հանրապետության օրենքին համապատասխան կատարում է նշանակում:

Աշխատակազմում քաղաքացիական ծառայության թափուր պաշտոններ առաջանալու դեպքում «Քաղաքացիական ծառայության մասին» Հայաստանի Հանրապետության օրենքի 13-րդ հոդվածին համապատասխան՝ Աշխատակազմի ղեկավարը տեղեկացնում է Հայաստանի Հանրապետության քաղաքացիական ծառայության խորհրդին: Հայաստանի Հանրապետության քաղաքացիական ծառայության խորհուրդն Աշխատակազմում առաջացած քաղաքացիական ծառայության թափուր պաշտոնի մրցույթի հայտարարությունը հրապարակում է իր պաշտոնական կայքում` www.csc.am:

Մրցույթի արդյունքում հաղթող ճանաչված մասնակիցների վերաբերյալ մրցութային հանձնաժողովից եզրակացությունը ստանալուց հետո՝ երեք աշխատանքային օրվա ընթացքում, Աշխատակազմում քաղաքացիական ծառայության տվյալ պաշտոնում նշանակելու իրավասություն ունեցող պաշտոնատար անձը մրցույթի արդյունքում հաղթող ճանաչված մասնակիցներից մեկին նշանակում է համապատասխան պաշտոնում: 

Քաղաքացիական ծառայության կրտսեր թափուր պաշտոնում առանց մրցույթի նշանակվում է քաղաքացիական ծառայության կրտսեր պաշտոն զբաղեցնելու՝ գործող հավաստագիր ունեցող անձը:

Աշխատակազմում քաղաքացիական աշխատանք կատարող և (կամ) տեխնիկական սպասարկում իրականացնող անձանց թափուր պաշտոններ առաջանալու դեպքում, քաղաքացիական աշխատանք կատարող և (կամ) տեխնիկական սպասարկում իրականացնող անձանց թափուր պաշտոնում նշանակելու իրավասություն ունեցող պաշտոնատար անձը, Հայաստանի Հանրապետության աշխատանքային օրենսգրքով սահմանված կարգով կատարում է նշանակում»:
