Մի քանի օր առաջ նորանշանակ վարչապետը ՀՀ ոստիկանության պետի պաշտոնում նշանակեց Երևանի փոխոստիկանապետ Վալերի Օսիպյանին, իսկ ԱԱԾ տնօրենի պաշտոնում՝ Արթուր Վանեցյանին, ով մինչ այդ ԱԱԾ Երևանի քաղաքային վարչության բաժնի պետի տեղակալն էր:

Այս երկու նշանակումներն էլ բուռն քննարկումների պատճառ դարձան: Հատկապես զարմանում էին Օսիպյանի նշանակման համար: Չնայած, որ Նիկոլ Փաշինյանը բացատրել էր իր այդ նշանակումը սիրո ու հանդուրժողականության արտահայտմամբ ու կադրերի ջարդ չիրականացնելու փաստարկով, շատերի համար դա շարունակում է մնալ անընդունելի:

Այս առիթով արտահայտվել էր նաև պահեստազորի գնդապետ, ազատամարտիկ Վոլոդյա Ավետիսյանը: Վերջինս ֆեյսբուքյան իր էջում գրել էր. «Հարգելի հայրենակիցներ, մենք տեսել ենք, թե Օսիպյանը վերադասից ստացած անօրինական հրամանները ինչպես է կատարել՝ ցուցարարների ծեծ ու ջարդը, անօրինական բերման ենթարկելը, և այսօր, ի զարմանս ինձ, նշանակվում է ոստիկանապետ...Կարծում եմ, որ սա վարչապետի առաջին սխալ նշանակումն է: Ես մերժում եմ Օսիպյանին: Չլինենք արդար՝ չենք լինի հզոր...»: Past.am-ի հետ զրույցում Վոլոդյա Ավետիսյանն անդրադառնալով իր այս գրառմանը և պատասխանելով այն հարցին, թե սրա արդյունքում հնարավո՞ր է շարժման մասնակիցները հիասթափվեն Փաշինյանից, պատասխանեց, թե հիմա ինչ եղել է, եղել է: Ամբողջ ազգը ոտքի կանգնեց, և համայն հայության ցանկությունը Նիկոլ Փաշինյանի վարչապետ դառնալն էր: Նա էլ այդպիսի նշանակում է արել:

«Ես իմ կարծիքն եմ արտահայտում և ևս մեկ անգամ պնդում, որ դա սխալ նշանակում էր, քանի որ ես ցանկանում եմ ունենալ օրենքի, արդար երկիր, բարեխիղճ, մարդասեր ու հայրենասեր ծառայողներ: Ես տեսել եմ Օսիպյանի կողմից միտինգներ ցրելը, ժողովրդին ծեծելը, վերադասի անօրինական հրաման կատարելը: Ոչ մի պաշտոնյա իրավունք չունի իր վերադասի անօրինական հրամանները կատարել, եթե դա չի բխում ազգի, պետականության շահերից: Նա պետք է հրաժարվեր այդ հրամանները կատարել և պարզապես դուրս գար: Բայց քանի որ նա կատարել է այդ հրամանները, ուստի ես նպատակահարմար չեմ գտնում, որ նա լինի ոստիկանապետ»,- նշեց նա:

Մեր այն դիտարկմանը, թե գուցե մտահոգ մարդիկ հանդիպեն վարչապետի հետ և քննարկում լինի, Ավետիսյանը պատասխանեց, որ ինքը պարզապես արտահայտել է իր կարծիքը: Ժամանակը ցույց կտա՝ ով ով է, ասում է նա՝ հավելելով, որ գուցե ինքը սխալվի. թող Օսիպյանը լավը լինի, բայց ի սկզբանե պարզ էր, որ նա կատարել է անօրինական հրամաններ:

Կադրերի պակաս ունենալու դիտարկմանն էլ Ավետիսյանը հակառակեց, որ մինչ հեղափոխությունը Նիկոլ Փաշինյանը գոնե 50-60%-ով իր աչքի տակ պետք է ունենար կամ իմանար, թե ովքեր են լինելու գործադիրում:
