Յուրաքանչյուր մարմնի համար պարգևատրման ֆոնդը կազմում է Հայաստանի Հանրապետության պետական բյուջեով տվյալ մարմնի համար նախատեսված աշխատավարձի տարեկան ֆոնդի առնվազն 10 տոկոսը

Ի պատասխան aravot.am լրատվական կայքում լրագրող Ոսկան Սարգսյանի 21.03.2018թ. հրապարակած ,,117 կարիքավոր քաղաքացու`5 միլիոն 330 հազար դրամ, մարզպետարանի աշխատողներին` ավելի քան 30 միլիոն դրամ,, հոդվածի՝ տեղեկացնում ենք, որ արդեն որերորդ անգամ aravot.am-ի թղթակից Ոսկան Սարգսյանը իր հրապարակումներում անդրադառնում է մարզպետարանի աշխատակիցների պարգևատրումների մասին ՀՀ Տավուշի մարզպետի որոշումներին: Քանիցս նաև գրավոր հարցումներ է ուղղել մարզպետարան: Մարզպետարանի պատասխաններից տեղյակ լինելով, որ քաղծառայողների կիսամյակային պարգևատրումը օրենքի պահանջ է, իսկ չկատարելը կդիտվի որպես օրենքի խախտում, նա, այնուամենայնիվ, ինչ-ինչ պատճառներով, միտումնավոր նորից ու նորից անդրադառնում է վերը նշված հարցին: Եվս մեկ անգամ լրագրողին տեղեկացնում ենք, որ համաձայն ,,Պետական պաշտոններ զբաղեցնող անձանց վարձատրության մասին,, ՀՀ օրենքի 22-րդ հոդվածի՝ 
 Յուրաքանչյուր մարմնի համար պարգևատրման ֆոնդը կազմում է Հայաստանի Հանրապետության պետական բյուջեով տվյալ մարմնի համար նախատեսված աշխատավարձի տարեկան ֆոնդի առնվազն 10 տոկոսը:
Տվյալ մարմնում կիսամյակային հաշվետվությունների հիման վրա պետական ծառայողների պարգևատրման ֆոնդից պետական ծառայողի պարգևատրման չափը հաստատում է նրան պաշտոնում նշանակելու իրավասություն ունեցող անձը` հիմք ընդունելով պետական ծառայողի անմիջական ղեկավարի տված ծառայողական գործունեության գնահատման եզրակացությունը:
Պետական ծառայողը պարգևատրվում է, եթե նրա կատարողականի կիսամյակային գնահատականը կամ կիսամյակային հաշվետվության վերաբերյալ պետական ծառայողի ղեկավարի տված եզրակացությունը դրական է, և նա այդ կիսամյակում աշխատել է վեց ամիս, ներառյալ՝ ամենամյա կամ չվճարվող արձակուրդի, հղիության և ծննդաբերության արձակուրդի, ժամանակավոր անաշխատունակության, վերապատրաստման, գործուղման ժամանակահատվածները, բացառությամբ աշխատողի նախաձեռնությամբ վերապատրաստման գործուղվելու այն ժամանակահատվածի, որի ընթացքում գործատուի հայեցողությամբ վարձատրություն չի նախատեսվում: Ընդ որում, սույն մասով նախատեսված ժամանակահատվածում ներառվում են նաև պետական ծառայողի ծառայողական քննության և (կամ) Հայաստանի Հանրապետության քրեական դատավարության օրենսգրքով նախատեսված կարգով պաշտոնավարության ժամանակավոր դադարեցման ժամանակահատվածները, եթե ծառայողը այդ հիմքով չի ազատվում պաշտոնից:
Կիսամյակային հաշվետվության հիման վրա պարգևատրումը պետական ծառայողների պարգևատրման ֆոնդից առաջին կիսամյակի համար տրվում է մինչև հուլիսի 30-ը, իսկ երկրորդ կիսամյակի համար՝ մինչև հաջորդ տարվա փետրվարի 15-ը:
Պետական ծառայողի կատարողականի գնահատման և դրա հիման վրա պարգևատրման հաշվարկման կարգը սահմանում է Հայաստանի Հանրապետության կառավարությունը /ՀՀ կառավարության 2011թ. հոկտեմբերի 20-ի Հայաստանի Հանրապետության պետական իշխանության մարմիններում աշխատանքային ծրագրերի կազմման, էլեկտրոնային փաստաթղթաշրջանառության համակարգ աշխատանքային ծրագրերի մուտքագրման, հաստատման, այդ համակարգով կատարողականների գնահատման եվ կատարողականների հիման վրա պարգեվատրման կարգը հաստատելու մասին թիվ 1510-Ն որոշում/: 
Վերը նշված ընթացակարգով մարզպետարաններում պարգևատրվում են միայն քաղաքացիական ծառայության պաշտոն զբաղեցնող անձինք: Մարզպետը, տեղակալները, խորհրդականները և օգնականները համարվում են հայեցողական պաշտոն զբաղեցնող անձինք և կատարողականի գնահատականի հիման վրա կիսամյակային պարգևատրում չեն ստանում:

 

Պարգևատրումների մասին որոշումների հավելվածները մարզպետարանի պաշտոնական կայքէջում չեն տեղադրվում՝ հիմք ընդունելով ,,Անձնական տվյալների պաշտպանության մասին,, օրենքի 26-րդ հոդվածի 1-ին մասը:
