ԱՄՆ-ի կառավարության դրամաշնորհը՝ առողջապահության նախարարությանը

Կառավարության մարտի 22-ի նիստի օրակարգում է ներառվել ՀՀ առողջապահության նախարարության «Հայաստանում տուբերկուլյոզի դեմ պայքարի, մոր և մանկան առողջության և ընտանիքի պլանավորման/վերարտադրողական առողջության բարելավում» դրամաշնորհային ծրագրի արտաբյուջետային հաշվի միջոցների ծախսման 2018 թվականի նախահաշիվը հաստատելու մասին նախագիծը:

Նախագծով սահմանվում է, որ ՀՀ առողջապահության նախարարության «Ակադեմիկոս Ս.Ավդալբեկյանի անվան առողջապահության ազգային ինստիտուտ» ՓԲԸ-ն հանդիսանում է վերոնշյալ ծրագրի ենթադրամաշնորհառու, որի հետ նախատեսվում է կնքել  դրամաշնորհի հատկացման պայմանագիր` համապատասխան ծրագրային նպատակների իրականացման համար: Ծրագրի գումարը կազմում է 212356.38 ԱՄՆ դոլար:

Ընթացիկ իրավիճակը և խնդիրները բաժնում նախարարությունն ընդգծել է, որ տվյալ ծրագրի միջոցով ԱՄՆ-ի կառավարությունն աջակցելու է ՀՀ առողջապահության նախարարությանը մի քանի նպատակներով: Առաջինը հանրային ծառայությունների մատուցման համակարգում թափանցիկության ու հաշվետվողականության բարելավումն է: Ողղություններից մեկը առողջապահական հաստատությունների անձնակազմի կարողությունների զարգացումն է բժշկական ապրանքների պետական գնումների կազմակերպման նպատակով: Ընդգծվել է նաև տուբերկուլյոզի, մոր և մանկան առողջության, վերարտադրող ՄԻՊ-ի եւ ՀԳ / ԳՀ-ի ոլորտներում պետական ֆինանսավորվող առողջապահական ծառայությունների տրամադրման ծախսերի գնահատման ուղղությունը: Նպատակներից մեկն էլ լոգիստիկայի կառավարման միասնական տեղեկատվական համակարգի ներդրումն է բոլոր կենտրոնացված գնվող դեղերի և պարագաների, ներառյալ հակաբեղմնավորիչների համար:
Նախատեսվում է նաև բարելավել  գերակա ոլորտներում  հանրային առողջության տվյալների հավաքագրումը:

Կարգավորման նպատակը և բնույթը բաժնում նախարարությունը շեշտել է, որ  Հայաստանում տուբերկուլյոզի դեմ պայքարի, մոր և մանկան առողջության և ընտանիքի պլանավորման/վերարտադրողական առողջության բարելավում» դրամաշնորհային ծրագրի 2018 թվականի բյուջեի հաստատումը թույլ կտա բարելավել նաև Հանրային ծառայությունների մատուցման համակարգում թափանցիկության ու հաշվետվողականության բարելավումը:
 
Նախագծում նշվում է, որ Հայաստանի Հանրապետության կառավարության որոշման նախագծի ընդունման կապակցությամբ Հայաստանի Հանրապետության 2018 թվականի պետական բյուջեում նախատեսվում է ավելացում եկամտային մասում՝  102580.9 հազար դրամի չափով և ծախսային մասում` 103570.1 հազար դրամի չափով, դեֆիցիտը կամ մնացորդը կազմում է 989.2 հազ. դրամ:
