ՊՈԱԿ-ի՝ 3 տարվա ընթացքում կուտակած 400 միլիոն դրամ պարտքը կվճարի պետությունը
SOCIETY«Անասնաբուժասանիտարիայի և բուսասանիտարիայի ծառայությունների կենտրոն» պետական ոչ առևտրային կազմակերպության ավելացած արժեքի հարկի գծով առաջացած պարտավորությունների մարման նպատակով ՀՀ գյուղատնտեսության նախարարությանը կտրամադրվի ավելի քան 400 միլիոն դրամ, որն էլ կփոխանցվի ՊՈԱԿ-ին: Այս նպատակով www.e-draft.am կայքում նախագիծ է դրվել շրջանառության:
Պարզվում է՝ «Անասնաբուժասանիտարիայի և բուսասանիտարիայի ծառայությունների կենտրոն» պետական ոչ առևտրային կազմակերպությունը 2015 թ. դեկտեմբերից մինչև այս տարվա մարտի 5-ը մատուցված ծառայությունների համար հաշվարկել և հաշվառման վայրի հարկային տեսչություն է ներկայացրել ԱԱՀ-ի հաշվարկ, սակայն «Անասնաբուժասանիտարիայիև և բուսասանիտարիայի ծառայությունների մատուցում» և «Գյուղատնտեսական կենդանիների պատվաստում» ծրագրերով կնքված դրամաշնորհային պայմանագրերում ԱԱՀ-ի գումարներ նախատեսված չլինելու պատճառով չի կատարել ԱԱՀ-ի գծով հարկային պարտավորությունները:
Կազմակերպության ավելացած արժեքի գծով պարտավորությունը մարտի 5-ի դրությամբ կազմել է 439 միլիոն 16 հազար դրամ, որից ապառքը՝ 291 միլիոն 630 հազար դրամ, տույժը՝ 146 միլիոն 279 հազար և 1 միլիոն 106 հազար դրամ, որն իր մեջ ներառում է նաև ՊԵԿ-ի կողմից 2014 թ. դեկտեմբերի 27-ին կազմված ստուգման ակտի շրջանակում հաշվարկված 10%-ի գծով պարտավորությունը ուշ մարելու արդյունքում առաջացած տույժի և 2017 թ. դեկտեմբերի 31-ի դրությամբ կազմակերպության դեբիտորական մնացորդների հաշվին մարված գումարը:
Որպես պատճառաբանություն նախագծի մեջ ասված է, որ ներկա պահին ֆինանսական միջոցների բացակայության պատճառով ՊՈԱԿ-ը չի կարող կատարել հարկային պարտավորության մարումը: Միաժամանակ տեղեկացնում են, թե կազմակերպությունը այլ եկամուտների գծով բոլոր հարկերը՝ ԱԱՀ, շահութահարկ և այլն, սահմանված կարգով և չափով մուծում է պետական բյուջե, իսկ ծախսումները կատարվում են համաձայն նախահաշվի:
ՀՀ գյուղատնտեսության նախարարության աշխատակազմի հեղինակած նախագծի նպատակը նախարարությանը գումար հատկացնելու և «Անասնաբուժասանիտարիայի և բուսասանիտարիայի ծառայությունների կենտրոն» պետական ոչ առևտրային կազմակերպության հետագա պարտավորությունները մարելու նպատակով անհրաժեշտ գումարի հատկացումն է:
