Օրեր շարունակ մամուլն ու սոցցանցերը գրում են մի թեմայի մասին, որը հավակնում է դառնալ կնճռոտ հարց հայ-ռուսական հարաբերություններում։ Խոսքը կեղծված տենդերի մասին է, որի ժամանակ մի շարք անձինք փորձել են հափշտակել պետական գումարներ։
Այսպես, փետրվարի 16-ին հայ-բելոռուսական Ար-Բե ընկերությունը հայտ է ներկայացրել մասնակցել ռուսական в/ч 2089 զորամասին կարագ մատակարարելու տենդերին՝ առաջարակելով մատչելի գին՝ 1 կիլոգրամի համար 3390 դրամ։ 40 տոննա կարագի համար ընդահուր գինը կազմել է 135 միլիոն 600 հազար դրամ։ Տենդերի հաղթողը պետք է որոշվեր փետրվարի 19-ին, սակայն դրանից մեկ օր առաջ հանցավոր մի խումբ էլեկտրոնային փոստով կեղծ նամակ է ներկայացնում Ար-Բե ընկերության անունից, իբր ընկերությունը բարձրացրել է իր նախօրոք առաջարկած գինը, որի արդյունքում 135 միլիոն 600 հազար դրամը դարձել է 213 միլիոն դրամ։ Էլեկտրոնային փոստով ուղարկված կեղծ նամակը հիմք է դառնում, որպեսզի արդյունքում տենդերը հաղթի բոլորովին այլ, մինչ այժմ անհայտ, ընկերություն, որը 40 տոննա կարագի համար առաջարկել էր 211 միլիոն դրամ գին։ ։
Այս պատմությունը արդեն իսկ հայտնվել է սոցցանցերում, լրատվական կայքերի և ռուսական մամուլի էջերում։ Թերևս հենց բարձրացված աղմուկն է եղել պատճառը, որ ՀՀ-ում տեղակայված ռուսական զորքերի հրամանատար Անատոլի Միխեևի գլխավորությամբ հապճեպորեն չեղյալ է հայտարարվել վերոնշյալ տենդերի արդյունքները։ Սակայն հենց այդ հապճեպ քայլը մատնել է ստեղծված աղմուկից առաջացած նրանց խուճապը, ինչն էլ հիմք է տալիս եզրակացնելու, որ Միխեևի և նամակը կեղծած ու տենդերում այլ ընկերության հաղթող ճանաչած անձնաց միջև գործել է հանցավոր համաձայնություն։ 
Սակայն արդեն ուշ է, և տենդերը չեղյալ համարելը չի ազատում մեղավորներին պատասխանատվության ենթարկվելուց։ Ար-Բե ընկերությունը արդեն հաղորդում է ներկայացրել հանցագործության մասին և դրանով զբաղվում են հայաստանյան պատկան մարմինները։ Սակայն պետք է նշել, որ գործը դեռ տեղից առաջ չի շարժվում, քանի որ որևէ մեղավոր այս ընթացքում դեռ չի բացահայտվել և պատժվել, այնինչ ապացույցներն ակնհայտ են, օրինակ, այն էլեկտրոնային հասցեն, որից ուղարկվել է կեղծ նամակը։ Եթե հայաստանյան մարմիններում գործը չբացահայտվի և մեղավորները չպատժվեն, ԱՐ-Բե ընկերությունը արդեն իսկ պատրաստվում է այդ հարցով դիմել նաև Ռուստասնի Դաշնության Գլխավոր դատախազությանը։ 
Այս հարցը սպառնում է վերածվել բավական կնճռոտ հարցի նաև հայ-ռուսակաան հարաբերություններում, քանի որ խոսքը գնում է պետական գումարների յուրացման փորձի մասին, իսկ ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի ծառայության համար գումար է հատկացվում նաև Հայաստանի Հանրապետության բյուջեից։
