Արդեն օրեր շարունակ համացանցում քննարկվում է մի թեմա, որը ստվեր է նետում Հայաստանում տենդերների հայտարարման ու անցկացման գործընթացի վրա:
Խոսքը ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում կարագի մատակարարման տենդերի խայտառակ գործարքի մասին է, որի ժամանակ տեղի է ունեցել փաստաղթղթերի կեղծում՝ պետական փողերի մսխման նպատակով։ Ար-Բե հայ-բելոռուսական ընկերությունը սույն թվականի փետրվարի 16-ին հայտ էր ներկայացրել մասնակցելու в/ч 2089 ռուսական զորամասին կարագի մատակարարման տենդերին՝ մեկ կիլոգրամի համար 3390 դրամ գնով։ Սակայն փետրվարի 19-ին տենդերը շահել էր մեկ այլ ընկերություն՝ շատ ավելի բարձր գնով, իսկ դրա համար հիմք էր հանդիսացել Ար-Բե ընկերության անունից կեղծ նամակի ներկայացումը, որտեղ Ար-Բե-ն իբր բարձրացնում է իր կողմից հայտարարված նախնական գինը։
Կարճ ասած, կեղծ նամակի հիման վրա տենդերում հաղթանակը շնորհվել էր մեկ այլ ընկերության ում անունը գաղտնի է պահվում, որը առաջարկել էր շատ ավելի բարձր գին։ 
Այս դեպքը արդեն հասցրել է լայն քննարկման առարկա դառնալ լրատվամիջոցներում և սոցցանցերում, դրան անդրադարձել է անգամ ռուսական մամուլը։ Բարձրացված աղմուկի արդյունքում վերոնշյալ տենդերի արդյունքները չեղյալ են համարվել, սակայն դա որևէ կերպ չի ազատում ողջ այս պատմության մեջ ներգրավված անձանց պատասխանատվությունից։ 
Ար-Բե ընկերությունն արդեն իսկ ներկայացրել է հաղորդում հանցագործության մասին հայաստանյան պատկան մարմիներին, իսկ հետքերն այնքան խոսուն են, որ կարելի էր արագորեն հայտնաբերել բոլոր մեղավորներին։ Բավական է նշել, որ այն էլէկտրոնային հասցեն, որից ուղարկվել է կեղծ նամակը, արդեն իսկ լուրջ ապացույց է գործն արագորեն բացահայտելու համար։
Ար-Բե ընկերությունը տրամադրված է վճռականորեն և պատչաստվում է դիմել ՌԴ Դատախազությանը։ Մեղավորները պետք է խստորեն պատժվեն, որպեսզի նման դեպքերը հետագայում բացառվեն, այնինչ չպատժվելը նրանց համար կանաչ լույս կլինի ապագայում նման ապօրինի գործարքները կրկնելու համար, իսկ արդյունքում հափշտակվում և յուրացվում են գումարներ։ Նաև դա է պատճառը, որ Հայաստանը նույնպես շահագրգիռ պետք է լինի մեղավորներին հայտնաբերելու և պատժելու հարցում, քանի որ ՀՀ պետական բյուջեից նույնպես միջոցներ են հատկացվում ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի համար։ 
Հիշեցնենք, որ ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի հրամանատարն է Անատոլի Միխեևը։
