2,2% աճ 2016-ին

Մարինա Ներսեսյանը Ֆեյսբուքյան իր էջում գրում է.
Ճիշտ է` այս տարի հայտարարվել էր սպասվելիք 3-4% տնտեսական աճի մասին, այնուհանդերձ կառավարությունը եկող տարվա համար համախառն ներքին արդյունքի համեմատաբար զգուշավոր ցուցանիշ է պլանավորել և 2016թ. պետական բյուջեի նախագծում ամրագրվել է 2,2% աճ։ Որն էլ, անշուշտ զիջում է այս տարվա ակնկալիքները։ Սակայն ուղղակիորեն կապված է ներքին տնտեսական հատվածում և արտաքին միջավայրում ձևավորված միտումների հետ։
Դեռ 2014-թ-ի վերջից համաշխարհային տնտեսության մեջ ի հայտ եկած անորոշությունները, որոնք հիմնականում անկման ուղղությամբ են, շարունակում են պահպանվել և գտնվում են անընդհատ փոփոխման պրոցեսում։ Վերջինս էլ բարձրացնում է տնտեսական աճի կանխատեսումների ռիսկայնությունը։
ՀՀ-ի տնտեսության վրա թելադրված ռիսկերը, ինչպես հայտնի է, գալիս են հիմնականում երկու ուղղություններով։ Խոսքը առաջին հերթին վերաբերում է Ռուսաստանի տնտեսությանը։ Այս տարի ՌԴ-ում սպասվում է մոտ 4% տնտեսական անկում։
Իրադարձությունների փոփոխման արագության հետևանքով դժվար է նույնիսկ կարճաժամկետ կանխատեսումներ անելը և դժվար է այսօր գնահատել ռուսական շուկայից Հայաստանի տնտեսության ակնկալիքները։ Իսկ դրանք կարող են ինչպես աճի, այնպես էլ նվազման ուղղությամբ լինել։
Հարկ է նշել, որ համաշխարհային տնտեսության միտումները որոշակիություն չեն մտցնում նաև հանքահումքային ապրանքների գներում։ Դրանք մերթ բարձրանում են, մերթ՝ իջնում։ Դրանք այսօր գտնվում են բավական ցածր մակարդակի վրա, ինչն էլ որոշակի խնդիրներ է ստեղծում հայկական ձեռնարկությունների համար։
Սույն տարվա աճի կառուցվածքը հաշվի առնելով՝ ներքին տնտեսության մեջ ՀՆԱ-ի ավելացման հետ կապված սպասելիքները ևս 2016թ. համար խիստ անկայուն են։ Բոլորս էլ գիտենք, որ 2015թ. աճի ապահովման գործում մեծ էր հատկապես գյուղատնտեսության դերը, ինչը ուղղակիորեն կապված էր բարենպաստ բնակլիմայական պայմանների հետ։ Ինչպիսին կլինի իրավիճակը հաջորդ տարի, դժվար է ասել։ Առավել ևս արձանագրված բարձր բերքատվությունից հետո գյուղոլորտից սպասելիքները չեն կարող նույնպիսին լինել, ինչպիսին այս տարի էր։
Այս տարվա տնտեսական աճի գործում մեծ էր նաև Թեղուտի հանքի շահագործման դերը։ Մի բան, ինչը մեծապես նպաստեց ոչ միայն տնտեսական աճին, այլև արտահանման ծավալների մեծացմանը։
Վերը նշվածները գործոններ են, որոնք անհնարին է հաշվի չառնել հաջորդ տարվա տնտեսական աճի կանխատեսումներում։ Բայց փաստ է, որ անորոշությունները դրանց հետ կապված այնքան շատ են, որ զարգացումների հավանականությունը մեծ է թե՛ մեկ, և թե՛ մյուս ուղղությամբ։
