Թերևս արդեն շատերին է հայտնի այն խայտառակ պատմությունը, որը տեղի էր ունեցել ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում, երբ մի խումբ անձնաց կողմից փաստաղթղթեր կեղծելու և Ար-Բե ընկերության անունից կեղծ նամակ ներկայացնելու արդյունքում ռուսական в/ч 2089 զորամասին կարագ մատակարարելու տենդերում հաղթել էր այլ ընկերություն, որը, սակայն, ավելի բարձր գին էր առաջարկել մատակարարվելիք կարագի համար, քան Ար-Բե ընկերությունը։
Այն, որ տենդերների անցկացումը վաղուց ենթարկվում է մութ կանոնների, հայտնի է շատերին։ Հենց միայն «տենդեր» բառը արդեն ինքնին ասոցացվում է ծանոթ-բարեկամ կապերի, կեղծ փաստաթղթերի, անհիմն բարձր գների, կոռուպցիայի, պաշտոնեական դիրքի չարաշահման և այլնի հետ։
Վերոնշյալ դեպքում գործել էին բոլոր այս մեխանիզմենրը․ շահել էր ընկերություն, որը առաջարկել էր չափազանց բարձր գին կարագի համար, կեղծվել էին փաստաթղթեր, ինչի արդյունքում մատչելի գին առաջարկած Ար-Բե ընկերությունը դուրս էր մնացել մրցույթից, և ողջ այդ պրոցեսը ընթացել էր, մեղմ ասած, ՀՀ-ում տեղակայված ռուսական զորքերի հրամանատար գեներալ Ալեսանդր Միխեևի առնվազն իմացությամբ։
Այս թեման արդեն լուրջ արձագանք էր ստացել լրատվամիջոցներում, այդ թվում ռուսական մամուլում, և սոցցանցերում։ Այժմ հայտնի է դարձել, որ կարագի գնման այս տենդերը չեղյալ է համարվել, ինչը նշանակում է, որ ՀՀ-ում տեղակայված ռուսական զորքերի հրամանատարությունը անուղղակիորեն ընդունել է իր մեղքը։
Սակայն հասկանալի է, որ միայն մեղքը ընդունելով և տենդերը չեղյալ հայտարարելով հարցը չպետք է փակվի, այլ մեղավորները պետք է կրեն օրենքով սահմանված ամենախիստ պատիժը։ Եթե բանը չհասնի համապատասխան անձանց պատժվելուն, ապա դա կնշանակի ամենաթողություն, երբ ցանկացած հանցանք կարելի է կոծկել պարզապես որևէ մրցույթի արդյունքները չեղյալ հայտարարելով։ Դա ոչ միայն մեղավորներին ազատում է պատժից, այլ նաև չի տալիս որևէ գործուն երաշխիք, որ նմանատիպ հանցանքները չեն կրկնվի նաև ապագայում նույն անձնաց կողմից։ Ի վերջո, հայտնի փաստ է, որ անպատժելիությունն է մարդկանց դրդում հանցանքները կրկնելուն։
