 ՀՀ ԱԺ նախագահի տեղակալ Էդուարդ Շարմազանովը մարտի 6-ին ներկա է գտնվել
«Թուրքմենչայի պայմանագիր. 190 տարի: Պատմությունը եւ ներկան» խորագրով հայ-
ռուսական միջազգային համաժողովին: Նշենք, որ համաժողովը նախաձեռնել են Ռուսաստանի գիտության եւ մշակույթի կենտրոնը, «Տարածաշրջանային գիտական եւ կրթական կենտրոնների միավորում» ու «Ինտեգրացիա եւ զարգացում» հասարակական կազմակերպությունները:
    ՀՀ ԱԺ նախագահի տեղակալը հանդես է եկել ելույթով. «Համաժողովի հարգելի մասնակիցներ, հայ-ռուսական հարաբերություններն ունեն դարերի պատմություն: Դեռեւս Կիեւյան Ռուսիայի ժամանակաշրջանում երկու ժողովուրդների միջեւ ձեւավորվել են տնտեսական, ռազմական, քաղաքական եւ մշակութային կապեր, որի մասին խոսել են հայ անվանի պատմիչ Ստեփանոս Ասողիկը եւ ռուսական պատմագրության հայր Նիկոլայ Կարամզինը:
      18-րդ դարի սկզբից հայ-ռուսական հարաբերություններում սկսվել է նոր էջ, որը
կապված է Իսրայել Օրու, իսկ այնուհետեւ Հովսեփ Էմինի եւ Շահամիր Շահամիրյանի՝
Ռուսաստանի օգնությամբ հայոց պետականության վերականգնման ձգտման հետ:
Նույն այդ ժամանակահատվածում Ռուսական կայսրության ներկայացուցիչները
հայտնի զորավար Ալեքսանդր Սուվորովի գլխավորությամբ բանակցություններ են վարել
Ռուսաստանի հայոց եպիսկոպոսության հետ: Այդ բանակցությունների հիմքում դեռևս 18-րդ դարում հայոց պետականությունը մայրաքաղաք Երեւանով վերականգնելու գաղափարն էր դրված:
      Ռուսաստանի պետական շահի եւ հայ ժողովրդի ազատագրական պայքարի համընկնումը հանգեցրեց նրան, որ 19-րդ դարում Կովկասում ծավալվող ռազմական գործողությունների ընթացքում հայ ժողովուրդը հիմնականում օժանդակում էր ռուսներին: Հարգելի գործընկերներ, 1828 թվականին Թուրքմենչայի պայմանագրի կնքումը, իսկ այնուհետեւ Հայկական մարզի ստեղծումը կարեւոր քայլ էին հայոց անկախ պետականության վերականգնման ճանապարհին: Հայկական մարզն ուներ սեփական զինանշան հայկական խորհրդանիշերով՝ Արարատ լեռը Նոյյան տապանով եւ Սուրբ Էջմիածինը: Հայկական մշակույթը զարգացման նոր խթան ստացավ:
    Հայերը եւ ռուսներն ուս ուսի տված կռվում էին ռուս-թուրքական պատերազմներում թե Առաջին աշխարհամարտի, թե Հայրենական մեծ պատերազմի տարիներին: Հենց Վալերիան Մադաթովի, Միքայել Լոռիս-Մելիքովի, Հովհաննես Բաղրամյանի եւ Հովհաննես Բաբաջանյանի հետնորդները 1992 թվականին ազատագրեցին Շուշին ադրբեջանական օկուպացիայից:
     Համաժողովի հարգելի մասնակիցներ, այսօր հայ-ռուսական հարաբերություններն ունեն հիրավի դաշնակցային բնույթ. դրանք դինամիկ զարգանում են թե քաղաքական, թե տնտեսական, թե ռազմական, թե մշակութային ուղղություններով եւ բխում են մեր երկու երկրների ու ժողովուրդների շահերից:
      Արդյունավետ աշխատանք եմ մաղթում համաժողովի բոլոր մասնակիցներին»:
