Մութ պատմություն ՀՀ ռուսական սահմանապահ զորքերում. Ինչպե՞ս է որոշվում հայտատարված տենդերի հաղթողը

Տենդերները շահելու մութ մեխանիզմները բազնաբնույթ են,սակայն այս պատմությունը գերազնացում է մինչ այս կիրառված բոլոր տարբերակները:
Պարզվում է, որ նույն արատավոր գործելաոճով են առաջնորդվում նաև ՀՀ-ում տեղակայված ՌԴ սահմանապահ զորքերում՝ իրականացնելով ոչ պակաս մութ, իսկ երբեմն բացահայտ խարդախ միջոցներ ու ակնհայտ խաբեություն:
Հայ-բելառուսական Ար-Բե համատեղ ընկերությունը սույն թվականի փետրվարի 16-ին հայտ է ներակայցրել՝ ՀՀ-ում տեղակայված ՌԴ սահմանապահ զորքերի կողմից հայտարարված տենդերին մասնակցելու համար: Տենդերը հայտարարվել է ռուսական սահմանապահ զորքերի в/ч 2089 զորամասին կարագ մատակարարելու համար: Ար-Բե ընկերությունը հայտ է ներկյացրել 40 տոննա կարագ մատակարարելու համար՝ 1 կիլոգրամը 3390 դրամ արժեքով, որի ընդհանուր գումարը կազմել է 135 միլիոն 600 հազար դրամ:
Հայտարարված տենդերի հաղթողը պետք է որոշվեր փետրվարի 19-ին:
Սակայն, ընդամենը մեկ օր առաջ «անհայտ անձինք» Ար-Բե ընկերության անունից կեղծ նամակ են ներակայացրել ՀՀ-ում տեղակայված ՌԴ սահմանապահ զորքերի համապատասխան բաժին, ըստ որի Ար-Բե ընկերությունը իր կողմից մատակարարվելիք կարագի գինը փոխել է՝ զգալիորեն բարձրացնելով այն՝ 3390 դրամից դարձնելով 5325 դրամ: Այսպիսով, ըստ այդ կեղծ նամակի 40 տոննա կարագի համար ընդհանուր գինը 135 միլիոն 600 հազար դրամից դարձել է 213 միլիոն դրամ:
Արդյունքում փետրվարի 19-ին տենդերը հաղթել է բոլորովին այլ ընկերություն, որը 40 տոննա կարագի համար առաջարկել է 211 միլիոն դրամ:
ՀՀ-ում տեղակայված ՌԴ սահմանապահ զորքերի հրամանատարը գեներալ Ալեքսանդր Միխեևն է, որն այդ պահին գտնվելով արձակուրդում,ըստ լավատեղյակ աղբյուրներին փոխանակ հետևողական լիներ ՌԴ սահմանապահ զինվորների խնդիրներին, հետամուտ է եղել տենդերի հաղթողի որոշման գործընթացին, ինչի արդյունքում էլ ստեղծվել է ողջ վերոնշյալ պատմությունը:
Ար-Բե ընկերությունը, որի հիմանդիրներն են մի կողմից «Մուլտի Գրուպ» բազմապռոֆիլ կոնցեռնը, մյուս կողմից՝ բելոռուսական պետական մարմինները, բելոռուսական կողմի հրահանգով դիմել է Երևանի կայազորի զինվորական դատախազությանը՝ խնդիրը ուսումնասիրելու համար: Վերջիններս վճռական են տրամադրված, և հարցը Երևանի կայազորի զինդատախազության կողմից լուծում չստանալու դեպքում ընկերությունը կդիմի ընդհուպ Ռուսաստանի Դաշնության Կառավարությանը:
