Հայաստանի դեղ արտադրողների և ներմուծողների միության նախագահ Սամվել Զաքարյանը լրագրողների հետ հանդիպման ժամանակ ասել է, որ Առողջապահության նախարարությունն իրականությունից կտրված  և մասնավոր հատվածի՝ դեղ արտադրողների, դեղատների հետ հաշվի չի նստում: Նրա վրդովմունքի պատճառը դեղերի դեղատոմսով բաց թողնելու նոր կարգն էր: Նա տեսակետ է հայտնել, թե Վրաստանին հարստացնելու պրոցեսը գնալով զարգանում է:

«Արդեն տարիներ շարունակ ահազանգում ենք, որ դեղերի 40 տոկոսը «կոնտրաբանդայի» ձևով բերվում է Վրաստանից, որովհետև այնտեղ 20 տոկոս ԱԱՀ չկա և 2-3 անգամ էժան է: Ամեն մի տաքսիստ, ամեն մի տուրիստ մտնում դեղեր է առնում և գալիս է Հայաստան»,- ասել է Ս. Զաքարյանը:

Նա նաև նշել է, որ պարբերաբար առաջարկում են կառավարությանը Հայաստանում դեղերի վրա կիրառվող 20 տոկոս ԱԱՀ-ն հանել, սակայն, ըստ նրա, հարցը մնում է օդում կախված:

Հիշեցնենք, որ օրերս ՊԵԿ նախագահի առաջին տեղակալ Վախթանգ Միրումյանը լրագրողների հետ հանդիպման ժամանակ ասել էր, որ նոր «Հարկային օրենսգրքով»  ԱԱՀ-ն ոչ միայն ներկրողներին է վերադարձվելու, այլև բոլոր տնտեսվարողներին:
Ենթադրաբար, դա վերաբերում է նաև դեղատներին: Այսինքն, եթե դեղ վաճառողին էլ, որպես տնտեսական գործունեություն ծավալողի, այսուհետ վերադարձվելու է ԱԱՀ-ն, ապա ստացվում է, որ սպառողների կողմից գնավծ դեղի կամ այլ ապրանքի ԱԱՀ-ն հետ գալով՝ ցանկացած տնտեսվարող դառնում է մի կլորիկ գումարի տեր: Ասել է թե, սպառողների կողմից վճարված ԱԱՀ-ն գումարվում, բազմապատկվում և ետ է վերադառնում տնտեսվարողի մոտ:

Եվ այս պարագայում, դեղեր վաճառողները փոխանակ ուրախանան, դեռ մի բան էլ դժգոհում են, որ այստեղ ինչ-որ բան այն չէ: Այսինքն, դեղ արտադրողների ու ներկրողների դժգոհության պատճառները կարող են անբարեխիղճ տնտեսվարողները լինել, ոչ թե նոր ներդրվող կարգերը և այս պարագայում հասկանալի է, թե ինչը կարող է մարդկանց մղել դեպի վրացական շուկա: Մնում է հասկանալ, թե իրականում որն է դեղատների ու դեղ արտադրողները դժգոհության պատճառը:
