Վարուժան Հոկտանյան. « Չեմ կարծում, որ բյուջեն վատնելը իրավագիտակցության պակասի հետևանք է»

Այսօր արդարադատության նախարար Դավիթ Հարությունյանն, անդրադառնալով երկրում աննախադեպ չափերի հասած կոռուպցիոն դրսևորումներին, ասել է, որ եթե մարդկանց իրավագիտակցությունը բարձր լինի, երկրում կոռուպցիայի մակարդակը կնվազի: Ստացվում է, որ մարդիկ պետք է նախ սերտեն երկրում գործող բոլոր օրենքները, որպեսզի կարողանան պետք եկած դեպքում օգտագործել:
«Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնի ղեկավար Վարուժան Հոկտանյանը, Past.am-ի հետ զրույցում անդրադառնալով արդարադատության նախախարարի՝ կոռուպցիայի նվազեցման մասին հնչեցրած այդ տեսակետին, նշեց, որ կոռուպցիայի այնքան տեսակներ կան, որոնք բոլորովին էլ կապ չունեն մարդկանց իրավագիտակցության մակարդակի բարձր կամ ցածր լինելու հետ:
«Իրավագիտակցության մակարդակը կոռուպցիոն տարբեր դրսևորումների միայն մի շատ փոքր մասի դեմ պայքարելու համար կարող է օգտակար լինել: Այն դեպքում, երբ մարդը, չիմանալով օրենքը, կարող է չինովնիկին կաշառք տալ, որ վերջինս ընդամենն իր պարտականությունը կատարի: Բայց երբ որևէ նախարար, կամ վարչության պետ պետական բյուջեն է վատնում, ես չեմ կարծում, որ դա նրանց իրավագիտակցության պակասի հետևանք է: Կամ երբ պետական պաշտոնյաներն իրենց ծանոթ-բարեկամներին են աշխատանքի ընդունում, դա նրանց իրավագիտակցության պակասի՞ հետևանք է»,- ասաց Վ. Հոկտանյանը:
Իրավագիտակցության բարձր մակարդակն ընդամենը կարող է սովորական քաղաքացուն օգնել իր հասանելիքին տեր կանգնելու համար, ասում է փորձագետը, բայց մեր երկրում առկա կոռուպցիոն դրսևորումների մեծ մասն այնպիսի բնույթ ունեն, որոնք հաղթահարելու համար դժվար թե իրավագիտակցության մակարդակի բարձր լինելն օգնի այն նվազեցնել:
«Քաղաքացին կարող է ունենալ հոյակապ իրավագիտակցություն, բայց կարիերայում առաջընթաց չունենալ, որովհետև «մեջք» չունի կամ դա օգտագործի բյուջետային մախինացիաներ իրականացնելու համար: Ի դեպ, կան շատ օրինակներ, որտեղ բարձր իրավագիտակցություն ունենալը նույնիսկ կարող է վնաս պատճառել: Եվ եթե բարձր իրավագիտակցություն և կոռուպցիոն հակումներ ունեցող քաղաքացին պետական պաշտոն է զբաղեցնում, ապա պատկերացնում ե՞ք, ինչպիսին կարող են լինել դրանց հետևանքները»,- հարց ուղղեց կենտրոնի ղեկավարը:
Վ. Հոկտանյանի խոսքով, եթե կոռուպցիայի դեմ պայքարը ներքևից չլինի, այսինքն հասարակությունը ճնշում չգործադրի իշխանությունների վրա, որ կոռուպցիան վերանա, ապա իրավագիտակցությունն ընդհանրապես չի օգնի կոռուպցիոն շատ դրսևորումներ վերացնելու համար:
«Շատ կարևոր է նաև քաղաքական կամքի առկայությունը: Եվ եթե դա չկա, ինչքան էլ ուզում եք իրավագիտակից քաղաքացիներ ունեցեք, միևնույն է, դրանից մեծ օգուտ չի լինի»,- խոսքը եզրափակեց կենտրոնի ղեկավարը:
