Կարմիր թակարդ վարորդների համար

Այն, որ կարմիր գծերը պատուհաս են դարձել վարորդների համար, շատ է ասվել, բայց աքիլլեսյան գարշապարի վերածված այս խնդիրը ոչ միայն այդպես էլ չի լուծվել, այլև գնալով խորացել է: Վարորդները Past.am-ին ահազանգում են, որ երթևեկության կանոններին 100 տոկոսով հակասող «կարմիր գծերը» գնալով սնկի նման աճում են: Եվ տպավորությունն այնպիսին է, որ դրանք վարորդներին այդ կարմիր թակարդը գցելով են իրենց բյուջեն լցնում:
Past.am-ին ահազանգած վարորդը նշում էր, որ ճանապարհային երթևեկության կանոնները խախտելու և սխալ վայրում կայանելու համար նրան տուգանել են 5000 դրամով: Վարորդը բողոքարկել է՝ հույս ունենալով, որ ՃՈ աշխատակիցները չեղյալ կհամարեն «խախտումը», քանի որ մեքենան կայանված է եղել կարմիր գծանշումով առանձնացված տեղում: Բայց արի ու տես, որ «կարմիր գծի» մեջ կայանված լինելն, այնուամենայնիվ, ամենևին էլ չի օգնել, որ տուգանքի ակտը չեղարկվի: Ավելին ՃՈ-ում նրան ասել են, թե՝ «ինչ կապ ունի՝ կարմիր գիծ կա, թե՝ ոչ: Մեքենայի կայանած վայրից մինչև հետիոտնի անցում ավելի պակաս է, քան պահանջվում է օրենքով»:
Այս պատճառաբանությամբ բողոքարկման դիմումը մերժվել էր, իսկ վարորդն ավելորդ քաշքշուկների մեջ չընկնելու համար ստիպված վճարել էր «տուգանք» կոչվածը:
Մեր չինովնիկների տրամաբանությամբ, փաստորեն ստացվում է, որ երթևեկության մասնակից վարորդը ոչ միայն պետք է ուշադիր լինի, որպեսզի գետնի կամ օդում կախված ճանապարհային նշանները չխախտի, փնտրի ու գտնի ծառերի հետևում թաքնված լուսացույցի տվյալ պահի լույսի գունը, կենտրոնում երթևեկելիս աջից ու ձախից մեքենան փախցնի և դեռ այսքանից հետո մեքենան կայանելուց բացի մետրը վերցնի ու չափի, թե օրենքով սահմանված հեռավորությունը հո 10 սանտիմետրով չի՞ խախտել:
Այն, որ «կարմիր գծերը» ճանապարհային նշանների հետ խառնաշփոթ են ստեղծում, գիտեն բոլորը, բայց հարց է ծագում, թե պատկան կառույցներն ինչու են շարունակում այն չտեսնելու տալ: Եվ փոխարենը սխալ կարմիր գիծ քաշելու համար չինովնիկին տուգանեն, դեռ մի բան էլ, պարզ ճակատով, վարորդներին են տուգանում: Բայց հարց է ծագում, թե վարորդների համար լրացուցիչ լարվածություն «արտադրելու» համա՞ր ով պետք է պատասխան տա:
