Շարժական արագաչափերն էլ չեն օգնի

Շարժական արագաչափերի մասին խոսակցություններից հետո հասարակությունը կրկին երկու մասի բաժանվեց: Մի մասը սկսեց խուսանավելու մեթոդներ փնտրել, մյուս մասն էլ սարքած քարոզիչները սկսեցին հեգնել առաջին խմբին, թե մի խախտեք ու չեք տուգանվի: Կարծես աստվածաշնչյան տող լինի:
Իրականում, սակայն, խնդիրն ավելի խորն է: Ճանապարհային խախտումների համար գործող տուգանքների համակարգը Հայաստանում նման է պարզապես քաղաքացուն սխալի վրա բռնելուն և նրանից գումար վերցնելուն: Գումարն այս դեպքում իշխանության համար ոչ թե քաղաքացու վարքը կարգավորելու գործիք է, այլ վերջնական նպատակ:
Սա է պատճառը, որ, եթե ասենք ունես ազատ 1 կամ 2 միլիոն դրամ, կարող ես վճարել ու խախտել ինչքան ուզում ես, դրանից ոչ քո վարորդական ռեյտինգն է ընկնելու, ոչ էլ վարորդական իրավունքդ են վերցնելու, ինչպես նորմալ երկրներում է լինում:
Մարդիկ շատ լավ հասկանում են, որ արագաչափերի և հարակից պատժի մեխանիզմներում որևէ հանրօգուտ բան չկա: Կա ընդամենը քաղաքակիրթ հարստահարման միտում և բնական է, որ փորձում են խուսափել այդ միտումից հնարավոր ու հասանելի բոլոր եղանակներով:
