Նախատեսվում է վարչական պատասխանատվության ենթարկել ավտոմեքենաներում գազաբալոնների տեղադրման և շահագործման անվտանգությունը խախտողներին

 ՀՀ արտակարգ իրավիճակների նախարարությունը նախատեսում է սեղմված գազով աշխատող ավտոմեքենաների գազաբալոնային սարքավորումների տեղադրման կարգ սահմանել և նշված գործողություններն իրականացնող կազմակերպությունների նկատմամբ վերահսկողություն իրականացնել:

Ինչպես past.am տեղեկացավ e-draft իրավական ակտերի նախագծերի հրապարակման  միասնական կայքից, տվյալ ոլորտում իրականացված վիճակագրական տվյալների վերլուծությունը ցույց է տալիս, որ վերջին 6 տարում տեղի ունեցած ավելի քան 90 դժբախտ պատահարների գերակշռող մասի համար հիմք են ծառայել անորակ գազաբալոնները կամ ոչ պատշաճ որակավորում ունեցող մասնագետների կողմից տեղադրված լինելու փաստը, ինչպես նաև գազաբալոնների՝ սահմանված չափաբաժնից ավելի լիցքավորելը, ինչի հետևանքը եղել է մարդու կյանքին կամ առողջությանը պատճառված  էական վնաս:

«Ոլորտում իրականացվող քաղաքականության ուսումնասիրության արդյունքում անհրաժեշտություն է առաջացել իրականացնել գազաբալոնային համակարգերով լրակազմված ավտոտրանսպորտային միջոցների շահագործման անվտանգության ապահովմանը ուղղված օրենսդրական համալիր լուծումներ: Այդ լուծումներով առաջարկվում է պատասխանատվության նախատեսում թե՛ ուղևորափոխադրումներ իրականացնող ավտոտրանսպորտային միջոցների համար, թե՛ ֆիզիկական անձանց կողմից շահագործվող սեղմված բնական կամ հեղուկացված նավթային գազով աշխատելու համար ավտոտրանսպորտային միջոցների համար և թե՛ ԱԳԼՃԿ-ների համար, եթե լցավորումը կիրականացվի չճնշափորձարկված գազաբալոններում»,- նշված է նախագծում:

Նախագծում հաշվի է առնվել նաև տվյալ բնագավառի կազմակերպման միջազգային փորձը:

ԱԻՆ-ը նախատեսում է սահմանել վերահսկողական մեխանիզմներ՝ վարչական պատասխանատվության ենթարկելով սահմանված պահանջները խախտողներին:

«Ընդ որում՝ չճնշափորձարկված գազաբալոններով ուղևորափոխադրումներ իրականացնող ավտոտրանսպորտային միջոցների շահագործման համար առաջարկվում է պատասխանատվություն կիրառել օրենքն ուժի մեջ մտնելու պահից, որը նախատեսված է հրապարակումից 12 ամիս հետո, իսկ ոչ ուղևորափոխադրումներ իրականացնող սեղմված բնական կամ հեղուկացված նավթային գազով աշխատելու համար ավտոտրանսպորտային միջոցների համար հրապարակվելուց հետո 36 ամիս անց: Առաջարկվում է նաև ԱՊՊԱ պայմանագիր կնքելու ժամանակ տվյալների էլեկտրոնային հսկողության շտեմարանի միջոցով ստուգել գազաբալոնների պարբերական վկայագրված լինելու հանգամանքը և դրա բացակայության դեպքում պահանջել պարբերական վկայագրում անցած լինելու վերաբերյալ հավաստում»,- նշված է նախագծում:

Նախագծով ակնկալվում է  աշխատանքները կատարող անձնակազմերի որակավորման և գազավառելիքային համակարգով լրակազմված տրանսպորտային միջոցների շահագործման անվտանգության մակարդակի բարձրացում, գազաբալոնային սարքավորումներով վերասարքավորված տրանսպորտային միջոցների լիցքավորման ժամանակ դժբախտ պատահարների կանխարգելում:
