«Ժամանակ» թերթը գրում է. «ԱՄՆ ազգային հետախուզության զեկույցը կամ դրանում արցախյան խնդրին անդրադարձը Հայաստանում դարձել է բավականին մեծ ուշադրության առարկա: ԱՄՆ-ի հետախուզական ծառայությունների՝ Կենտրոնական հետախուզական վարչության, Հետաքննությունների դաշնային բյուրոյի եւ Ազգային անվտանգության գործակալության ղեկավարները փետրվարի 13-ին մասնակցել են Սենատի հետախուզության հարցերով հանձնաժողովի լսումներին, որտեղ ներկայացրած զեկույցում ասվում է 2018 թվականին Ղարաբաղի շուրջ լարվածության ռազմական խոշոր բախման վերաճելու կամ պարզապես լայնածավալ պատերազմի վտանգի մասին:

Միանգամայն բնական է, որ Հայաստանի հասարակությունը շատ զգայուն է այդօրինակ կանխատեսումների կամ ահազանգերի հանդեպ, եւ հատկապես, եթե խոսքը այնպիսի կառույցների մասին է, ինչպիսին ԱՄՆ հետախուզությունն է: Խնդիրը, սակայն, այն է, որ այս կանխատեսումը ամենեւին նոր կամ արտառոց չէ եւ եղել է նաեւ նախորդ տարվա զեկույցում: Այլ կերպ ասած՝ խոսքն, այսպես ասած, աքսիոմատիկ վտանգի մասին է, որ բխում է դեմ դիմաց կանգնած երկու բանակների, շարունակվող սպառազինության, խրամատային պատերազմի իրողություններից:

Այսինքն՝ ԱՄՆ հետախուզությունն արձանագրում է ընդամենը առկա իրավիճակը եւ դրանից եզրակացնում, որ եթե կա այդպիսի վիճակ, ուրեմն կա պատերազմի վտանգ:

Այդ պարագայում, որքան էլ տարօրինակ թվա, առավել նախընտրելի է ահազանգել պատերազմի վտանգի մասին, քան հակառակը: Որովհետեւ ահազանգելը, խոշոր հաշվով, ստեղծում է մի իրավիճակ, մի ռեժիմ, որտեղ այսպես, թե այնպես ձեւավորվում են կանխարգելիչ ռեակցիաներ, ձեւավորվում է այնպիսի մթնոլորտ, որը հակազդում է պատերազմի աքսիոմատիկ վտանգին: Եվ այս դեպքում էլ, ըստ էության, կա ոչ թե խուճապի, այլ եզրահանգումների, հետեւությունների եւ գործողությունների կարիք:

Եթե խոսքը վերաբերում է Հայաստանին, ապա այստեղ պետք է գործել ակտիվորեն դիվանագիտական ճակատում եւ ապահովել քաղաքական դիվերսիֆիկացիա, եւ պետք է ներսում ապահովել տնտեսական արդյունավետություն, կոռուպցիայի դեմ պայքար եւ պաշտպանունակության շարունակվող բարձրացում, աճ: Հանրությունն էլ այդ ամենում պետք է կատարի պահանջատիրոջ դեր՝ ոչ թե խուճապի մատնվելով, այլ հեղինակավոր կառույցների կանխատեսումները Հայաստանի իշխանության առաջ դնելով ու էֆեկտիվ կառավարում պահանջելով՝ հանուն անվտանգության եւ խաղաղության:

Հայաստանն այլ ելք կամ անելիք չունի: Եվ էլի կարող է թվալ տարօրինակ, բայց նույնիսկ գուցե լավ է, որ խաղաղությունն ու անվտանգությունը ապահովելու այլ ելք, քան զարգանալը, քան էֆեկտիվ կառավարվելն ու արդիականանալը, Հայաստանը չունի: Այլ կերպ ասած՝ մենք ստիպված ենք զարգանալ, ստիպված ենք դառնալ արդիական, դառնալ ինքնիշխան, հակառակ դեպքում մենք կստանանք պատերազմ»:
