«Ընդունելությունների տուն»-ը կլուծարեն, իսկ նախագահական նոր շենքի գնման համար կծախսվի շուրջ 67 միլիոն դրամ

Ապրիլի 9-ից հետո նախագահական նստավայրը կտեղակայվի Մաշտոցի 47 հասցեում՝ այլևս նախկին «Ընդունելությունների տուն» ՓԲԸ-ի տարածքում: Նախագծով առաջարկվում է թույլատրել ընկերությանը՝ սեփականու­թյան իրավունքով իրեն պատկանող անշարժ գույքը մասնակի հատուցմամբ օտարել ՀՀ-ին, որից հետո սահմանված կարգով ընկերությունը լուծարել: Կառավարության՝ Իրավական ակտերի նախագծերի հրապարակման միասնական կայքից այս մասին տեղեկացավ Past.am-ը:

ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության ենթակայության «Ընդունելությունների տուն» ՓԲԸ-ի 100% պետական սեփականություն հանդիսացող բաժնետոմսերի տնօրինման լիազորությունը 2016 թ. վերապահվել էր ՀՀ պետական գույքի կառավարման վարչությանը: Ընկերության գործունեության ոլորտը ընդգրկում էր միջոցառումների կազմակերպումն ու հյուրանոցային ծառայությունների մատուցումը:

Ընկերության տարածքը հանդիսանում է հատուկ պահպանության օբյեկտ, որի պահպանումն իրականացվում է ՀՀ ոստիկանության պետական պահպանության գլխավոր վարչության կարևորագույն օբյեկտների և հիմնարկ ձեռնարկությունների պահպանության գնդի կողմից՝ ՀՀ պետական բյուջեի միջոցների հաշվին:

Պարզվում է, ընկերությունն իր գործունեության արդյունքում ունեցած եկամուտների հաշվին չի ապահովել ընթացիկ ծախսերի մարումը: Նախկինում հանդիսանալով ՀՀ էներգետիկայի և բնական պաշարների նախարարության ենթակայության ընկերություն, ընթացիկ ծախսերի մարումն իրականացրել է համակարգի այլ կազմակերպությունների կողմից տրամադրած լրացուցիչ ֆինանսական միջոցների հաշվին:

«Ընդունելությունների տուն» ՓԲԸ-ի բաժնետոմսերի տնօրինումը ՀՀ պետական գույքի կառավարման վարչությանը փոխանցելուց հետո լրացուցիչ ֆինանսավորումը դադարեցվել է: Գույքի պահպանումն ու ընկերության բնականոն գործունեությունն ապահովելու նպատակով 2017 թ. համար պետական բյուջեի պահուստային ֆոնդից հատկացվել էր 68 միլիոն 675 հազար 300 դրամ:

Խնայողության նպատակով ՀՀ պետական գույքի կառավարման վարչության կողմից նախորդ տարի կատարվել էր 12 հաստիքի կրճատում և հաստատվել ծախսերի նոր նախահաշիվ:

«Ընդունելությունների տուն» ՓԲԸ-ի գույքի գերակշիռ մասը կազմում է Մաշտոցի պողոտա 47 հասցեում գտնվող անշարժ գույքը: Շենք-շինությունների ընդհանուր մակերեսը կազմում է 5727,2 քառակուսի մետր, իսկ դրանք սպասարկող հողամասի չափը՝ 1,379152 հա:Ընկերության անշարժ գույքի գնահատված արժեքը կազմում է 6 միլիարդ 803 միլիոն 644 հազար 700 դրամ:

«Ընդունելությունների տուն» ՓԲԸ-ի անշարժ գույքն արդյունավետ տնօրինելու նպատակով առաջարկվում է թույլատրել ընկերությանը՝ սեփականու­թյան իրավունքով իրեն պատկանող վերը նշված անշարժ գույքը մասնակի հատուցմամբ օտարել ՀՀ-ին, որից հետո սահմանված կարգով ընկերությունը լուծարել:

Նշված անշարժ գույքը առաջարկվում է պետությանն օտարել մասնակի հատուցմամբ, այլ ոչ անհատույց հանձնել, քանի որ ընկերության լուծարման ավարտը գրանցելու համար անհրաժեշտ է մարել ընկերության ամբողջ պարտավորությունները, այդ թվում՝ մինչև լուծարման ավարտն առաջացածգումարը, որը այս պահին կազմում է մոտավորապես 67 միլիոն դրամ:

Այս գումարի մեծ մասը՝ 24 միլիոն 288 հազար 300 դրամը, կարճաժամկետ փոխառություններ են, 10 միլիոն 691 հազար 200 դրամը՝ այս տարվա հունվար-ապրիլ ամիսների աշխատավարձը, իսկ 6 միլիոն 719 հազար դրամն էլ՝ աշխատակիցների վերջնահաշվարկն ու արձակման նպաստը:
