ՀՅԴ-ն չի պատրաստվում չտեսնելու տալ ռեյտինգային ընտրակարգի թերությունները
POLITICSԱզգային ժողովի ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանը պնդում է, որ ռեյտինգային ընտրակարգի վերաբերյալ ՀՀԿ-ի հետ անհամաձայնություն են ունեցել մինչև կոալիցիա ձևավորելը: Past.am-ը հայտնում է, որ Ազգային ժողովում խորհրդարանական ճեպազրույցների շրջանակներում լրագրողների հետ հանդիպմանը Ռուստամյանն ընդգծեց, որ 4+4+4 ձևաչափով քննարկումների ժամանակ, երբ քննարկում էին Ընտրական օրենսգրքի փոփոխությունները, գնացել են համաձայնության, սակայն հայտարարել են, որ ռեյտինգային ընտրակարգը շեղում է համամասնական ընտրակարգի դասական ձևից:
«Այն ժամանակ էլ ասել էինք, որ ավելի շատ ձայն ստացողը կարող է չստանալ մանդատ, ամենաքիչը` ստանալ: Մենք այդ հարցը երբեք չենք հանել մեր օրակարգից, հիմա էլ ունենք մեր օրակարգում` անկախ նրանից, թե գիտեինք, որ ՀՀԿ-ն դեմ է այս ընտրակարգի վերանայմանը, սակայն շարունակելու ենք պաշտպանել այդ ուղղությամբ մեր մոտեցումները»,- ասաց պատգամավորը:
Ռուստամյանն ընդգծեց, որ իրենք չեն կարող չտեսնելու տալ համակարգի թերությունները, երբ մարդիկ ձայն են տալիս մեկին, բայց ընտրվում է ավելի քիչ ձայն ստացածը: Ըստ նրա` այս պարագայում մարդիկ կասեն, որ այդ ձայներն իզուր են տալիս: «ՀՀԿ-ի հետ քննարկվող հիմնական հարց պետք է լինի` ինչպե՞ս լուծել այս խնդիրները: Այս հարցը երկար շրջանցել չի լինի, այս հարցը պետք է ստանա պատասխան: Բազմաթիվ լուծումներ կարող են լինել, բայց սահմանադրական նորմը, պահանջն այն է, որ ընտրությունները համամասնական են: Մենք բոլոր տարբերակներին համաձայն ենք, որ այս աննորմալ ձևով ընտրակարգը չլինի, այս հարցը լուծում ստանա»,- ասաց Ռուստամյանը և հավելեց, որ իրենք կողմ են դասական համամասնական ընտրակարգին:
Միևնույն ժամանակ նա չցանկացավ նշել, թե որն է պատճառը, որ ՀՀԿ-ն չի ուզում զիջումների գնալ այս հարցում: «Չեմ ուզում քննարկումներից առաջ հայտարարություն անել, մենք ունենք շատ մեծ փորձ, երբ բանակցությունների փուլում սեպարատ հայտարարություններ են արվում, իսկ դա վնաս է բանակցություններին: Ձեռնպահ եմ մնում պատասխանել, թե ինչու ՀՀԿ-ն չի ուզում վերանայել այս համակարգը»,- եզրափակեց Ռուստամյանը:
