ԱԺ-ն մի շարք օրինագծեր ընդունեց

ԱԺ-ն առաջին ընթերցմամբ ընդունեց Հանրային խորհրդի մասին օրենքի նախագիծը: Նախագծին կողմ է քվեարկել 61, դեմ՝ 34 պատգամավոր:

Հանրային խորհրդի մասին օրենք ունենալու անհրաժեշտություն են առաջացնում սահմանադրական կարգավորումները:

Ի տարբերություն ներկայիս Հանրային  խորհրդի, որը կազմված է 36 անդամից, նախագծով նախատեսվում է, որ խորհուրդը բաղկացած կլինի 45 անդամից: 

12 ոլորտային հանձնաժողովների փոխարեն կլինեն 15 ոլորտային հանձնաժողովներ: Արտահերթ նիստեր կարող են նախաձեռնվել ոչ թե Հանրային խորհրդի անդամների ձայների 2/3-ով, այլ՝ ¼-ի պահանջով:

Հանրային խորհրդի նիստերը պետք է անցկացվեն ոչ պակաս, քան երկու ամիսը մեկ անգամ: Խորհրդի նիստերը դռնբաց են, եթե խորհրուրդն այլ որոշում չի կայացնում: Հանրային խորհրդի ֆինանսավորումը հստակ նախատեսվելու է բյուջետային հայտում՝ պետական բյուջեում առանձնացնելով առանձին տող:

Հանրային խորհրդի առաջին անդամներին նշանակելու է կառավարությունը, որից հետո նրանք կդիմեն համապատասխան տեղական ինքնակառավարման մարմիններին, հայրենակցական և ստեղծագործական միություններին, երիտասարդական և ուսանողական կազմակերպություններին, վետերանների միությանը և հասարակական  այլ կառույցների՝ Հանրային խորհրդի անդամների թեկնածություններ ներկայացնելու հարցով: Դրանից հետո կանցկացվի վարկանիշային ընտրություն, այսինքն՝ տեղի կունենա գաղտնի քվեարկություն և ընտրված կհամարվեն առավելագույն ձայներ հավաքած 15 թեկնածուները, իսկ դրանից հետո Հանրային խորհրդի 30 անդամները կընտրեն մյուս 15 անդամներին: Դրանից հետո հանրապետության վարչապետը կառավարության նշանակմանը կներկայացնի Հանրային խորհրդի նախագահին, ով պետք է լինի 45 անդամներից որևէ մեկը:

Խորհրդարանն առաջին ընթերցմամբ ընդունեց նաև «Անվտանգության խորհրդի կազմավորման և գործունեության մասին» օրենքի նախագիծը: Նախագծին կողմ է քվեարկել 89, դեմ՝ 7 պատգամավոր:

2015 թ. սահմանադրական փոփոխություններով սահմանվել է, որ Անվտանգության խորհուրդը գլխավորում է հանրապետության վարչապետը, իսկ խորհրդի կազմավորման և գործունեության կարգը պետք է սահմանվի օրենքով:

Առաջին ընթերցմամբ ընդունեց նաև «Ներման մասին» ՀՀ օրենքի նախագիծը, որը կարգավորում է դատապարտյալների ներման, ներման խնդրագրերի ներկայացման և քննարկման, ինչպես նաև ներման հրամանագրերի կատարման նկատմամբ վերահսկողության իրականացման հետ կապված հարաբերությունները:

Այս նախագծին կողմ քվեարկեց 67, դեմ՝ 18, ձեռնպահ՝ 5 պատգամավոր:
