Երևանի քաղաքապետարանի ավագանու մշակույթի, կրթության և սոցիալական հարցերի մշտական հանձնաժողովը երեկ ձայների մեծամասնությամբ կողմ է արտահայտվել Արամ Մանուկյանի արձանի էսքիզին: Կարելի է երկար խոսել արձանի էսթետիկական կողմերի մասին: Ընդհանրապես ցանկացած հարց կարելի է երկար և խորը քննարկել: Բայց դրա համար պետք է ոչ թե ունենալ ֆեյսբուքյան գրանցում, այլ ակադեմիական որոշակի գիտելիքներ, որպեսզի դատողությունները պարզապես դատողություններ չլինեն:

Սակայն, ցավալիորեն, ԵԼՔ դաշինքն ու վերջինիս ավագանու թիմը այդպես էլ չեն կարողանում կկտրվել ՝ խոսել խոսելու համար մոտեցումից: Ընդհանրապես, նկատվում է մի առանձնահատուկ պաթոլոգիական վերաբերմունք ընդհանրապես արձաններին: ԵԼՔ-ի արձանացավը, գուցե հետագայում ուսումնասիրեն ասենք սոցիալական հոգեբանությամբ կամ ընդհանրապես հոգեբանությամբ զբաղվողները:

Հիմա մեր խնդիրն է հասկանալ ու տեսնել, որ հանգամանքների բերումով ավագանի անցած ԵԼՔ դաշինքն այդպես էլ հանգամանքների բերումով աշխատում է: Որևէ լուրջ հարց նրանց օրակարգում այդպես առաջնային չէ, ինչքան ասենք արձանների, փողոցների անունների հարցերը: Օրինակ, մինչ քաղաքապետարանը մշակում է նոր տրանսպորտային համակարգը, ԵԼՔ-ը չունենալով որևէ պիտանի խոսք այդ մասով ասելու, խոսում է գազելներում հնչող ռաբիս երաժշտության կամ ռուսական դրոշների մասին: 

Այս մոտեցումը ՝ խոսել բացառապես երկրորդական ու սիմվոլիկ թեմաներից, ունի երկու պատճառ: Դաշինքը չունի բավարար ռեսուրս, որպեսզի կարողանա քաղաքի մունիցիպալ կառավարման խնդիրներում ունենալ սեփական օրակարգ: Երկրորդ պատճառը ՝ նմանօրինակ թեմաները ՝ արձան, ռաբիս երաժշտություն, փողոցների անվանափոխություն, հեշտ ու արագ միջոց են կարճաժամկետ աղմուկ ստեղծելու ու դաշտում սեփական դեմքն ինչ-որ կերպ պահելու համար:
