«Ժամանակ» թերթը գրում է.

 

«Հունվարի 31-ին կառավարություն էին այցելել Միացյալ Նահանգների դեսպանն ու ԱՄՆ ՄԶԳ տնօրենը, որոնք Կարեն Կարապետյանի հետ քննարկել են հայ-ամերիկյան տնտեսական գործակցության հարցեր, հայտնել բարեփոխումներին աջակցելու պատրաստակամություն: Այդպիսի այցերը ամենեւին արտառոց չեն, եւ այս տեսանկյունից տեղի ունեցածը մեծ ուշադրության արժանի չէր անշուշտ, ինչով էլ թերեւս պայմանավորվեց դրա հանդեպ սովորական վերաբերմունքը:

Մյուս կողմից, սակայն, կառավարություն այցը հետաքրքիր է դիտվում մինչ այդ խորհրդարան կատարած այցերի համատեքստում, որ կատարել է ԱՄՆ դեսպանը: Նախ նա հանդիպեց ԱԺ արտաքին հարաբերությունների հանձնաժողովին, իսկ հետո հայ-ամերիկյան բարեկամության խորհրդարանական խմբին: Ահա այս համատեքստում արդեն հաջորդ այցը կառավարություն դառնում է իսկապես դիտարկման արժանի, եթե այս ամենն էլ տեղավորվում է «Կրեմլի ցուցակի» հրապարակման համատեքստում:

Բանն, անշուշտ, ցուցակը չէ, որի մասին շատ է ասվել ու խոսվել: Այստեղ խնդիրն այն է, որ գլոբալ առումով Հայաստանի համար առկա է շատ պարզ մի հարցադրում, որը, սակայն, հնչելով տեքստային կամ հռետորական մակարդակում, գործնական մակարդակում, այնուհանդերձ, շարունակում է մնալ իրական եւ համոզիչ պատասխանների սպասող՝ Հայաստանը կատարո՞ւմ է բեկում պետական քաղաքականության, պետական կառավարման էֆեկտիվության հարցում, թե՞ ոչ:

Ռուսաստանի դեմ պատժամիջոցների քաղաքականության առանցքային հանգրվաններում մշտապես հնչում է հարցը, թե դրանք ինչպես են ազդելու Հայաստանի վրա: Այն, որ Ռուսաստանի տնտեսությունից կախված Հայաստանի համար այդ տնտեսության ծանր վիճակը բերում է կորուստներ, անհերքելի է: Միաժամանակ, պատժամիջոցների քաղաքականություն վարող Արեւմուտքն ու դրա առաջատար Նահանգները բազմիցս, պարբերաբար հայտարարում են, որ ոչ միայն չունեն նաեւ Հայաստանին պատժելու նպատակ, այլ նաեւ պատրաստակամ են աջակցել կորուստները փոխհատուցելու հարցում:

Եվ այս առումով, պատժամիջոցների հարցում հերթական հանգրվանային իրավիճակում Հայաստանում ԱՄՆ դեսպանի ինտենսիվ հանդիպումները խորհրդարանում եւ կառավարությունում հուշում են, որ ԱՄՆ-ը մի կողմից հարվածելով Հայաստանի «սնուցման» գլխավոր խողովակին, մյուս կողմից՝ Հայաստանին առաջարկում է աջակցություն ռիսկերի կառավարման եւ չեզոքացման հարցում:

Ընդ որում՝ այդ ամենին զուգահեռ նախօրեին հայտնի է դարձել մեկ այլ ուշագրավ տեղեկություն այն մասին, որ մայիսի 14-ից 25-ը Հայաստանում կանցկացվի Saber Guardian 2018 հրամանատարաշտաբային զորավարժությունը, որը կազմակերպում է Միացյալ Նահանգները: Այլ կերպ ասած՝ Հայաստանին արվող առաջարկները նկատելիորեն կրում են փաթեթային շրջանակ, այսինքն՝ նաեւ անվտանգային ազդակներով, ինչը այդ առաջարկները, խոշոր իմաստով, դարձնում է այնպիսին, որոնցից հրաժարվել Հայաստանն, ըստ էության, «չի կարող»:
