Հանուն կառավարության «հեզ ու հնազանդ» իմիջի
ANALYSISԱրդարադատության նախարար Դավիթ Հարությունյանի կարծիքով կառավարության նիստերը դռնփակ անցկացնելու դեպքում կառավարության անդամները հնարավորություն կունենան ավելի քննադատական հայացք ուղղել միմյանց առաջարկների վրա:
Նա նաև նշել է, որ բոլոր երկրներում էլ կառավարության նիստերն անցնում են դռնփակ, իսկ Հայաստանն այս առումով բացառություն է:Բայց ամենազավեշտալին այն է, որ պարզվում է, թե այս ամենը բերում է բացասական հետևանքների, քանի որ իրականում որևէ քննարկում էլ տեղի չի ունենում:
Ըստ Դ. Հարությունյանի, դրանք սովորաբար, լինում են կա՛մ նիստից հետո, կա՛մ նիստից առաջ, ինչը նորմալ չէ:
Հանուն անկեղծության, նշենք, որ իրականում նորմալ չէ այն, որ կառավարության անդամները հիմնականում հեզ ու հնազանդ, ոչինչ չասող հայացքով՝ պարզապես իրենց ֆիզիկական ներկայությունն ապահովելու համար, «գերազանցիկի դեմքով» են մասնակցում կառավարության նիստերին:
Եվ սա խոսում է այն մասին, որ կառավարության անդամներն իրականում ոչ թե գալիս են նիսի, ինչ-որ բան անելու, այլ՝ ընդամենը ներկա ստանալու և չքննադատվելու համար: Ստացվում է, որ մեր կառավարության անդամները ծույլիկ երևալուց շատ են վախենում և դրա համար են լրագրողների ներկայությունից այդքան կաշկանդվում:
Նրանք մոռանում են սակայն, որ իրենց ենթակա ոլորտներում էլ սովորական մարդիկ են աշխատում, ովքեր բավականին մոտիկից գիտեն համակարգերի թերություններն էլ, հիվանդություններն էլ: Այսինքն, դրանք լրագրողներից թաքցնել-չթաքցնելն ամենևին էլ կառավարության նիստերի բաց ու փակ լինելով չի պայմանավորված: Լրագրողները բոլոր տեղերում էլ «ականջներ» ունեն և եթե ուզում են յոթ սարից ու փականքից այն կողմ էլ լավ տեսնում ու լսում են, թե որ ոլորտում իրականում ինչ է կատարվում:
