Բարձրագույն դատական խորհուրդը՝ թեժ վիճաբանության առարկա. «Ժողովուրդ»
SOCIETY«Ժողովուրդ» թերթը գրում է.
«Նոր Սահմանադրության համաձայն` ՀՀ-ում դատական համակարգի ղեկավար մարմինը լինելու է բարձրագույն դատական խորհուրդը: Այն փաստացի փոխարինելու է ներկայիս արդարադատության խորհրդին, սակայն շատ ավելի ընդարձակ լիազորություններով:
Ու հիմա, ինչպես պնդում են «Ժողովուրդ» օրաթերթի աղբյուրները, այդ խորհրդում ընդգրկվելու համար դատական համակարգում լուրջ մրցակցություն է սկսվել: Առավել եւս, երբ այնտեղ տեղերը սահմանափակ են. խորհուրդը կազմված է լինելու 10 անդամից. 5-ը լինելու են դատավորներ, 5-ը՝ գիտնականներ:
Եվ երբ եկել է խորհուրդը ձեւավորելու հարցով քննարկումների ժամանակը, պարզվել է, որ ի սկզբանե բավական քիչ «տեղեր են հատկացվել»: Սա էլ դարձել է նախագահի օգնական Հրայր Ղուկասյանի եւ ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հրայր Թովմասյանի միջեւ թեժ վիճաբանության առարկա:
Սահմանադրության այս դրույթը կարող է փոխվել միայն հանրաքվեի միջոցով, ինչն այս պահին գործնականում անհնար է: Եւ հիմա շատերը պետք է համակերպվեն խորհրդում տեղ չունենալու մտքի հետ»:
