Ադրբեջանի բնակիչները նոյեմբերի 1-ին կորոշեն երկրի 5-րդ գումարման խորհրդարանի՝ Միլլի Մեջլիսի կազմը։ Ընտրացուցակում գրանցված են ավելի քան 10 ընդդիմադիր կուսակցություններ, սակայն ներկայում խորհրդարանում ընդդիմությունը ներկայացված է ընդամենը մի քանի պատգամավորներով:

Խորհրդարանի 125 տեղերին հավակնում են ավելի քան 750 թեկնածուներ։ Այս ընտրությունները հիշարժան կլինի այն պատճառով, որ ընտրություններին չեն հետևելու ԵԱՀԿ դիտորդները:

Կազմակերպությունն ավելի վաղ հայտարարել էր, որ հրաժարվում է դիտորդներ ուղարկել, քանի որ Ադրբեջանի իշխանությունները խնդրել էին սահմանափակել դիտորդների քանակը։ ԵԱՀԿ Խորհրդարանական վեհաժողովի նախագահ Իլկա Կաներվան օրեր առաջ հայտարարել էր, որ նրանք չեն պատրաստվում դիտորդական առաքելություն իրականացնել Ադրբեջանում խորհրդարանական ընտրությունների ընթացքում։ Նա հայտարարել էր, որ այդ որոշումը կայացվել է ԵԱՀԿ/ԺՀՄԻԳ-ի՝ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի կայացրած որոշմանը համահունչ։ 

Եվրոպայի խորհրդի Մարդու իրավունքների հանձնակատար Նիլս Մուժնիեկսը՝ «Ադրբեջան. մութ գոտի» վերնագրված հոդվածում քննադատության է ենթարկել Ադրբեջանում մարդու իրավունքների, մասնավորապես ընտրությունների ազատության և խոսքի ազատության իրավունքի հետ կապված իրավիճակը: Հոդվածում նշվում է, որ ադրբեջանցիները կիրակի օրը 1200 թեկնածուներից պետք է ընտրեն խորհրդարանի 125 անդամների: Թեկնածուների նման մեծ թիվը չի նշանակում, որ ընտրողներն ի վիճակի կլինեն ազատ և գիտակցված ընտրություն կատարել: Նա հավելել է, որ Ադրբեջանում ընտրությունները, 1991թ անկախություն ձեռք բերումից ի վեր, միշտ եղել են կեղծիքներով և խարդախություններով լի. «Կամ Ադրբեջանի մարդու իրավունքների պաշտպանները բոլորը ավազակներ, հարկերից չարամտորեն խուսափողներ և օտարերկրյա գործակալներ են, կամ էլ այդ երկրում քաղաքական և դատական համակարգի հետ լուրջ խնդիրներ կան: Ես հակված եմ կարծելու, որ վերջին տարբերակն է ճիշտ»:

Ադրբեջանի ընդդիմադիր «Մուսավաթ» կուսակցությունը հանդես է եկել հայտարարությամբ՝ նշելով, որ նոյեմբերի 1-ին կայանալիք խորհրդարանական ընտրություններին չի մասնակցելու: Կուսակցության նախագահ Արիֆ Հաջիլին հոկտեմբերի 28-ին կայացած մամուլի ասուլիսին իր քայլը հիմնավորել է նրանով, որ ընտրարշավն «ընթանում է զանգվածային խախտումներով»: Նա նշել է, որ մասնակցելով ընտրություններին՝ կուսակցությունը նպատակ ուներ «օգտագործել քարոզարշավը երկրում առկա իրադրության և օրինախախտումների մասին անաչառ տեղեկատվության տրամադրման համար»: Հաջիլին մատնանշել է քարոզարշավ անցկացնելու համար նվազագույնի հասցված հնարավորություններն ու թեկնածուներին անվճար եթերից զրկելը»:

Ադրբեջանական մեկ այլ քաղաքական ուժ՝ REAL շարժումը, նույնպես հայտարարել է, որ առաջիկա ընտրությունների արդյունքները չի ճանաչելու: REAL-ի հայտարարության մեջ մասնավորապես նշվում է.

«Երկրում ընտրությունների ինստիտուտի ոչնչացման պատասխանատվությունը կրում են իշխանությունները»: Քաղաքական ուժը կոչ է արել ադրբեջանցիներին պայքարել իրենց իրավունքների համար, մասնակցել ընտրություններին և ասել «ոչ» կեղծիքներին:
