«168 ժամ». Խնայողությունների համաշխարհային օրը՝ առանց խնայողությունների

Ներկայացնում ենք թերթի առաջնորդողից մի հատված.
«Այսօր խնայողությունների համաշխարհային օրն է։ Աշխարհում հոկտեմբերի 31-ը, մի քանի տարի է, նշվում է՝ որպես խնայողությունների օր՝ խնայողությունների դասական իմաստով։ Այսինքն՝ որպես բանկային խնայողությունների, ավանդների օր։ Սակայն Հայաստանում այս «տոնը», ցավոք, չի կարող նշվել այն պարզ պատճառով, որ մեր քաղաքացիների չնչին մասը բանկերում կամ «բարձի տակ» խնայողություններ ունի, որովհետև օրվա հաց վաստակող հասարակությունը չի կարող խնայողություններ ունենալ։ Սակայն այս օրը Հայաստանում կարող է իսկական տոն դառնալ խնայողության ոչ թե՝ բանկային, այլ՝ ավելի ընդգրկուն իմաստով։ Հայաստանին օդ ու ջրի պես անհրաժեշտ է անցնել խնայողության ռեժիմի, ինչն արվում է, և ինչի վկայությունն է հաջորդ տարվա պետական բյուջեի, մեղմ ասած, համեստ նախագիծը։
Բայց Հայաստանին անհրաժեշտ է խնայողություն ոչ թե՝ բյուջեի, այսինքն՝ հասարակության հաշվին, այլ խնայողություն՝ բյուջեն կազմողների ու իրականացնողների, այսինքն՝ իշխանությունների կենցաղում։ Մեր մամուլը հեղեղված է պետական նույնիսկ ոչ այնքան բարձրաստիճան պաշտոնյաների շլացուցիչ ունեցվածքի մասին հրապարակումներով, դրանք այնքան շատ են, որ արդեն դարձել Են սովորական երևույթ։ Հասարակությունն այնքան է լսել ու կարդացել համեստ աշխատավարձով ապրող փոխնախարարների, վարչության պետերի, առավել ևս՝ նախարարների ու դատավորների բազմամիլիոնանոց կարողությունների մասին, որ արդեն «բթացել» է նմանօրինակ տեղեկատվության նկատմամբ։ Հայաստանն ունի ագահ, չափից ավելի ագահ իշխանություններ՝ ընդհանուր առմամբ, և պաշտոնյաներ՝ մասնավորաբար։ Բայց Հայաստանն այլևս չունի այդ ագահությունը բավարարելու ռեսուրսներ, ու բանը հասել է արդեն խղճուկ բյուջե ունենալուն։ Այսինքն՝ պաշտոնյաներն իրենց շվայտ կյանքում խնայողությունների ռեժիմի անցնելու փոխարեն՝ հասարակությանն են պարտադրում՝ առանց այն էլ խղճուկ կյանքն ապրել ավելի խնայողաբար։
Եթե բոլոր պաշտոնյաները թեկուզ մի օր ապրեն շարքային քաղաքացու կյանքով, այնպես կհիսաթափվեն Հայաստանից, որ երկիրը կմնա առանց պետական կառավարման համակարգի։ Այդպիսով, ի դեպ, կլուծվեր նաև իշխանափոխության հարցը, այսինքն՝ ընդդիմադիրները կհասնեին իրենց մուրազին։ Բայց նրանք հազիվ թե համաձայնեին զբաղեցնել իշխանության տեղը, եթե իմանային, որ ապրելու են ոչ թե՝ իշխանության, այլ՝ քաղաքացու կյանքով»,–գրում է թերթը։
