«Հրապարակ» թերթը գրում է.

 

«Նոր Սահմանադրությամբ՝ 2018-ի ապրիլից Հայաստանի կառավարությունն ունենալու է երեք փոխվարչապետ: Ինչպես հայտնի է, ապրիլի 9-ից եւ նախագահի լիազորությունների ավարտից հետո Սերժ Սարգսյանը կզբաղեցնի վարչապետի պաշտոնը, որ նոր մոդելի պարագայում երկրի փաստացի ղեկավարի պաշտոնն է։

Սակայն գործող վարչապետ Կարեն Կարապետյանի սիրտը շահելու համար նոր պաշտոն են մտադիր ստեղծել՝ առաջին փոխվարչապետի պաշտոն։ Ինչպես ժամանակին արեցին ՀՀԿ կանոնադրության փոփոխությամբ, և Կարեն Կարապետյանը դարձավ կուսակցության առաջին փոխնախագահ։ ԱԺ պետաիրավական հարցերի հանձնաժողովի անդամ, հանրապետական Ռուստամ Մախմուդյանը չի կարծում, թե առաջին փոխվարչապետի պաշտոն ստեղծելը որևէ մեկի սիրտը շահելու համար է արվում, դրա անհրաժեշտությունը, ըստ նրա, «աշխատանքի ճիշտ կազմակերպման» համար է։

«Ասենք, վարչապետը բացակայում է, ո՞վ է նրան փոխարինելու, որպեսզի փոխվարչապետների անձով չպայմանավորվի այդ փոփոխությունը, պետք է մեկընդմիշտ կանխատեսելի դարձնել»,- հիմնավորում է պետաիրավականի ներկայացուցիչը՝ հավելելով. «Հավանաբար, կառավարության կառուցվածքի մասին նոր օրենքում կնշվի այդ փոփոխությունը»։

Մախմուդյանի խոսքով՝ այդ պաշտոնը չի հակասում Սահմանադրությանը, եւ սահմանադրական փոփոխության կարիք չկա․ «Իհարկե, պիտի ասեք, որ Սահմանադրության մեջ գոյություն չունեցող պաշտոն է ստեղծվում, բայց ինչքանո՞վ էր նպատակահարմար գրել առաջին փոխվարչապետ եւ փոխվարչապետեր։ Վստահեցնում եմ՝ չի հակասում»։
